RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with Odd Fellow - Rebekah Children’s Home of California, Inc. for the provision of residential and mental health services in the amount of  $1,259,417 for Fiscal Year (FY) 2020-21, $1,259,417 for FY 2021-22, and $1,259,417 for FY 2022-23, for a total Agreement amount not to exceed $3,778,251 for the term July 1, 2020 through June 30, 2023; and

b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments to this Agreement where the amendments that do not exceed ten percent (10%) ($377,825.10) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

This new Mental Health Services Agreement with Odd Fellow - Rebekah Children’s Home of California, Inc. will replace the current Agreement A-13288 with the County expiring on June 30, 2020.  Odd Fellow - Rebekah Children’s Home of California, Inc. has been providing Residential Treatment, Hospital Division, and Partial Hospitalization Program services to Monterey County children and youth who require the highest level of residential care.  The goals of the program services are to prevent placement into an inpatient hospital, out-of-state residential, or juvenile justice facility and reduce inappropriate behavioral and/or psychiatric symptoms to a level of care whereby the youth can return home or move to a lower level of care.  

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by Special Education Local Plan Area (SELPA) (72%), Mental Health Federal Financial Participation (MH FFP) (6%), and Medi-Cal Early & Periodic Screening, Diagnosis & Treatment (EPSDT / 2011 Realignment) (22%).  The funds for FY 2020-21 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Requested Budget.  The funds for this Agreement FY 2021-22 and FY 2022-23 will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2021-22 and FY 2022-23 Requested Budgets.
