RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution authorizing and directing the Auditor-Controller to:  1) Amend Fiscal Year 2019-20 Capital Projects Adopted Budget, Fund 402, Appropriation Unit RMA014, to increase appropriations by $217,725 for the Sheriff’s Office Public Safety Building Coroner’s Morgue Chiller Replacement Project at 1414 Natividad Road, in Salinas, financed by an operating transfer in of $217,725 from the General Fund, Fund 001, Other Financing Uses Appropriation Unit CAO017, and  2) Transfer $217,725 from Other Financing Uses, General Fund, Fund 001, Appropriation Unit CAO017, to Capital Projects, Fund 402, Appropriation Unit RMA014, where Other Financing Uses has sufficient appropriations in the FY 2019-20 Adopted Budget to cover the transfer (4/5th vote required).

 

SUMMARY/DISCUSSION:

On April 17, 2020, the Resource Management Agency (RMA) notified the Board of Supervisors via memorandum (Attachment A) that it had moved forward with the Sheriff’s Office Public Safety Building Coroner’s Morgue Chiller Replacement Project (Project) at 1414 Natividad Road, Salinas to ensure suitable temperature controls in the work environment.  As this is critical infrastructure, RMA deemed this to be an essential project.

 

The failing chiller was installed in the 1990s and serves the autopsy suites and lab in the County morgue.  Recently, a County Heating, Ventilation, and Air Conditioning (HVAC) vendor replaced a solenoid, rewired the controls to allow the chiller to run at half capacity, and sealed an oil leak in the chiller’s barrel.  The barrel is rusted, and the main control board is malfunctioning.  Both the barrel and main control board are obsolete and have exceeded the useful life.  A Facility Assessment Report (Report) completed in October 2015 for numerous County facilities identified the morgue chiller as “critical” infrastructure requiring replacement to prevent intermittent operations and to alleviate potential life-safety hazards.  The Report recommended replacement of the chiller within two (2) years.  Accordingly, the chiller should have been replaced by 2017. 

 

This Project is included in the County Five-Year Capital Improvement Program (5-Year CIP) for Fiscal Years (FYs) 2019-20 through 2023-24.   The Project includes removal and disposal of the existing chiller and installation of a new chiller and ancillary equipment.  The total estimated Project cost is $217,725.

 

Since this Project was not budgeted in FY 2019-20, and it meets the requirements of a Capital Improvement Project, RMA requests the Board of Supervisors authorize and direct the Auditor-Controller to amend FY 2019-20 Capital Projects Adopted Budget, Fund 402, Appropriation Unit RMA014, to increase appropriations in the amount of $217,725, financed by an operating transfer in from Other Financing Uses, General Fund, Fund 001, Appropriation CAO017, where funds from the Countywide Cost Allocation Plan (COWCAP) for Building Depreciation are budgeted.  Building Depreciation is an appropriate funding source for this Project.

 

OTHER AGENCY INVOLVEMENT:

The Capital Improvement Committee and Budget Committee and the Board of Supervisors approved this Project in the 5-Year CIP for FYs 2019-20 through 2023-24. The Budget Committee voted to support the recommendation at their May 28, 2020 meeting.

 

FINANCING:

The FY 2019-20 Fund 402 Capital Projects Adopted Budget did not include funding for this Project (See Attachment B-Project budget).  RMA recommends the financing source, in the form of an Operating Transfer-In, be from general funds out of Other Financing Uses, Fund 001, Appropriation Unit CAO017, where the COWCAP for Building Depreciation is budgeted.  Sufficient appropriations are available in CAO017 to fund this project. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors’ Administration, Infrastructure, and Public Safety Strategic Initiatives.  Prompt action by RMA to effect timely repairs protects County facilities and appurtenances, promotes safety for building occupants and the public, and ensures the continuity of County operations.
