Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 2 to Standard Agreement A-13961 with Mark William Stanford, Ph.D., Consultant for the provision of training and consultation services to extend the term for two (2) additional years for a revised term of July 1, 2018 to June 30, 2022 and to increase funds in the amount of $25,500, for a revised total Agreement amount not to exceed $51,099.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 2 to Standard Agreement A-13961 with Mark William Stanford, Ph.D., Consultant for the provision of training and consultation services to extend the term for two (2) additional years for a revised term of July 1, 2018 to June 30, 2022 and to increase funds in the amount of $25,500, for a revised total Agreement amount not to exceed $51,099.

 

SUMMARY/DISCUSSION:

Mark William Stanford, Ph.D.  (“Dr. Stanford”), Consultant, has over twenty-five (25) years in behavioral science education and is retired from the Santa Clara Valley Health and Hospital System where he was the Director of the Addiction Medicine and Behavioral Therapy services.  Dr. Stanford was also a psychotherapist for many years at the Psychiatric Medical Group in San Jose, California specializing in the treatment of depression and anxiety disorders.  Dr. Stanford is a past affiliate clinical faculty member at Stanford University School of Medicine in the Department of Psychiatry and Addiction Medicine and is currently an Associate Professor of Neuroscience and Psychology at Cabrillo College in Aptos, California.  Dr. Stanford is an Associate Member of the American Society of Addiction Medicine (ASAM) and a certified trainer in the ASAM Criteria.

 

Approval of this recommended Amendment No. 2 will enable the Monterey County Health Department Behavioral Health Bureau staff and contracted Substance Use Disorder (SUD) treatment providers to receive additional SUD and ASAM trainings as well as consultations from Dr. Stanford.  This Amendment adds $10,000 for SUD trainings, $3,000 for ASAM trainings, and $12,500 for consultations for an increase of $25,500, for a total contract not to exceed $51,099 for FY 2018-19 through FY 2021-22.

 

The execution of this Amendment No. 2 by the Director of Health or Assistant Director of Health requires Board approval.  The funds added by Amendment No. 2 exceed the authority in the Board’s order approving the original Agreement, which also authorized execution of up to three (3) amendments not to exceed ten percent (10%) or $580.

 

This work supports the Monterey County Health Department 2018-2022 strategic initiatives: 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs; and supports two of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues, and 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and the Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions. 

 

FINANCING:

The Agreement is funded by Substance Abuse Block Grant funds, which are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2020-21 Requested Budget.  The funds for the Agreement for FY 2021-22 will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2021-22 Requested Budget.
