RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve a Cost Sharing Agreement between the City of Salinas and the County of Monterey for the Roundabout at the Intersection of Alisal Road and Sconberg Parkway and Pavement Rehabilitation of Portion of Alisal Road; and

b. Authorize the Resource Management Agency Director to sign the Cost Sharing Agreement, including a County contribution of $535,000 for design and construction.

 

SUMMARY:

The City of Salinas (City) is in process of finalizing plans to construct a roundabout at the intersection of Alisal Road and Sconberg Parkway, which is located at the City-County limits.  Pavement rehabilitation for Alisal Road, from the City limits to Hartnell Road, is part of the County’s Capital Improvement Program (CIP) for FY 2019/20 and 2020/21.

 

The City is proposing to construct and maintain the entire roundabout, including the portion that is just outside the City limits.  As part of this project the City will also be reconstructing sections of Bardin Street and East Alisal Street.  Following discussions with City staff regarding their project, County staff proposes to extend the pavement reconstruction further south into the County for an additional 700 feet (approximately) as part of our capital project.  The proposed Cost Sharing Agreement (Agreement) establishes the roles and responsibilities for this collaborative project with a County contribution of $535,000.

 

DISCUSSION:

Monterey County Resource Management Agency (RMA) staff have been collaborating with the City in the development of their proposed project to construct roundabouts at the intersections of Alisal Road/Sconberg Parkway and Bardin Street/East Alisal Street, and reconstruction of sections of Bardin and East Alisal Streets (Project).  The proposed roundabout at Alisal Road and Sconberg Parkway is located at the City-County limits and extends about 200 feet into unincorporated Monterey County. 

 

The City is proposing to construct and maintain all pavement, landscaping, lighting, striping, and storm drain system for the roundabout.  In return the County proposes to collaborate with the City on the Project’s construction and issue an encroachment permit to the City (no fee).

 

As part of the Measure X campaign, one of the campaign projects was the Alisal Road project, from the City Limits to Hartnell Road.  This project is in the FY 2019/20 Annual Work Program for Road Fund.  The RMA staff propose that the City extend the pavement reconstruction on Alisal Road by an additional 700 feet of the County road; this would constitute a portion of the Measure X project, Alisal Road.  By starting this portion of the Measure X campaign project by extending the additional 700 feet, it will move the City’s project limits to the end of the urbanized area and improve the approach to the roundabout.  Additionally, the collaborative effort between the City and County potentially reduces the administrative costs of procurement and contract administration, etc. for this portion of work.

 

Project plans are currently being finalized and it is anticipated that bids for the construction of the Project will be solicited in summer 2020 and that it would take approximately one year to complete the construction phase.

 

OTHER AGENCY INVOLVEMENT:

FINANCING:

The estimate for the cost for additional pavement reconstruction on Alisal Road is $562,000, consisting of $535,000 for the construction phase and $27,000 for the design phase.  Additionally, the pavement rehabilitation for Alisal Road, from the City limits to Hartnell Road, is part of the County’s Capital Improvement Program (CIP), for approximately $412,500 in FY 2019/20 and $2,000,000 in FY 20/21.  The construction phase funds for the Project are being programed into the proposed FY 2020/21 Annual Work Program for Road Fund and CIP.

 

The County’s share of the Project cost is anticipated to be funded by a combination of Measure X funds and Senate Bill 1 (SB1) funds. The portions of this project phase using SB 1 were included in the SB1 5-Year Project List for Years 2020-2024, which was adopted by the Board of Supervisors on April 23, 2019.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Alisal Road Pavement Rehabilitation Project is needed to provide a safe access to Monterey County residents and adjacent farmlands.
