RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with Encompass Community Services for the provision of mental health services in the amount of  $179,901 for Fiscal Year (FY) 2020-21, $179,901 for FY 2021-22, and $179,901 for FY 2022-23, for a total Agreement amount not to exceed $539,703 for the term July 1, 2020 through June 30, 2023; and

b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments to this Agreement where the amendments that do not exceed ten percent (10%) ($53,970.30) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

This new Mental Health Services Agreement with Encompass Community Services will replace the current Agreement A-13580 with the County expiring on June 30, 2020.  Encompass Community Services provides short-term assessment and placement stabilization services to three eligible Monterey County youth between 9 to 17 years of age referred for services by the Monterey County Department of Social Services (DSS), Family and Children's Services Division. The program provides a safe living environment for male and female youth for up to 90 days to assess the physical and emotional needs, determine an appropriate level of care, and provide appropriate mental health services in order to secure a more permanent living arrangement.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by Federal Financial Participation (FFP 65%) and 2011 Realignment-Early and Periodic Screening, Diagnostic and Treatment (EPSDT 35%).  The funds for this Agreement ($179,901) are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year 2020-21 Requested Budget.  The funds for this Agreement for FY 2021-22 ($179,901) and FY 2022-23 ($179,901) will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2021-2022 and FY 2022-23 Requested Budgets.
