RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Amendment No. 5 to the Agreement with ISS Facility Services, Inc., to extend the term for an additional six (6) months, for a revised term of July 1, 2014 to December 31, 2020, and to increase the contract amount by $170,229, for a revised total contract amount not to exceed $2,085,148.28, for specialized custodial maintenance services as set forth in RFP#10484.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates ten community clinic sites designated as Federally Qualified Health Centers (FQHCs) which provide preventive, primary, and specialty medical care services.

 

Clinic Services has had an Agreement with ISS Facility Services, Inc. since 2014 to provide specialized custodial maintenance services. Service areas include exam rooms, waiting areas, offices, common areas, halls, bathrooms, and multi-purpose rooms and have continuously grown to accommodate expansions to Laurel Internal Medicine, Laurel Pediatric Clinic, Seaside Family Health Center, and most recently, the addition of NIDO Clinic which recently transitioned from Natividad to Clinic Services.

 

The Agreement is based upon County requirements originally set forth in the terms and conditions of RFP#10484.  The initial term commenced with the signing of the Agreement for a period of two (2) years, beginning July 1, 2014 through June 30, 2016 for an amount not to exceed $479,706.24.  Amendment No. 1 extended the term for one (1) additional year through June 30, 2017 and increased the amount by $47,970.62 for a new contract total of $527,676.86.   Amendment No. 2 extended the term a second additional year through June 30, 2018, increasing the contract amount by $639,271.80, for a new amount not to exceed $1,166,948.66.  Amendment No. 3 increased the amount by $47,970.92 to account for the expansion of the Seaside Family Health Center and include playground cleaning specifications, for a new contract total of $1,214,919.28.   Amendment No. 4 was approved by the Board of Supervisors on June 5, 2018 to extend services two (2) additional years and add $700,000 for a total contract amount not to exceed $1,914,919.28.

 

A new Request for Proposal (RFP) for specialized custodial maintenance services was released on April 2, 2020. As a result of the COVID-19 Shelter-in-Place Order, many County offices are working with limited or overextended staff, resulting in an extension of the date for submission of bids. Approval of the recommended action will maintain uninterrupted specialized custodial maintenance services in place for Clinics Services until the RFP process is completed

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiatives: 2. Enhance community health and safety through prevention. It also supports one of the ten essential public health services, specifically: 6. Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has approved this Amendment No. 5 as to form. 

 

FINANCING:

Sufficient funds are available in the FY 2020-2021 Recommended Budget for Clinic Services Bureau, Health Department (4000-HEA007).  There is no financial impact to the General Fund resulting from approval of this Amendment No. 5.
