Approve and authorize the Contracts/Purchasing Officer or his designee to execute Amendment No. 6 to Agreement No. A-12700 with Granicus, Inc., adding a standard encoding appliance for emergency back-up purposes, adding $3,500 for a revised agreement total of $561,002.09 with no change to the agreement term; and
b. Approve non-standard terms and conditions based on the recommendation of the Director of ITD and Clerk of the Board.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or his designee to execute Amendment No. 6 to Agreement No. A-12700 with Granicus, Inc., adding a standard encoding appliance for emergency back-up purposes, adding $3,500 for a revised agreement total of $561,002.09 with no change to the agreement term; and
b. Approve non-standard terms and conditions based on the recommendation of the Director of
ITD and Clerk of the Board.
SUMMARY/DISCUSSION:
The County has had an agreement with Granicus to provide an Agenda Management System using Legistar. Legistar is legislative management software used by government agencies and is currently used extensively by the County of Monterey to manage the County’s legislative process. The Legistar training database subscription is needed so that County employees who use Legistar may be better trained on software updates, more efficient in using Legistar, and better equipped to use the full capability of the software. It will allow the Clerk of the Board and other County users to leverage additional functionality and provide a more efficient and sophisticated public board meeting experience for County of Monterey constituents.
ITD recommends the Board’s approval of amendment no. 6 which will allow the purchase and set-up and configuration of a standard encoding appliance to be used as an emergency back-up should there be a hardware failure. This will reduce the likelihood of the Granicus system experiencing prolonged service interruption.
OTHER AGENCY INVOLVEMENT:
County Counsel does not approve the vendor-generated agreement with non-standard terms and conditions.
FINANCING:
The $3,500 for this Amendment has been included in the FY 2019-2020 Adopted Budget for the Information Technology Department, ITD 1930, Budget Unit 8433, Appropriation INF002 and reimbursed by the Clerk of the Board’s department 1300-8020-6603 (COB001). Transactions relating to each fiscal year will be included in each Department’s respective Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
In addition to YouTube, Facebook and TV cable channels, Granicus live streaming is another way for County citizens to participate in Board of Supervisor meetings. Solution proposed in this addendum benefits County in that it provides a backup encoder solution, and therefore making the Granicus solution more robust.
