Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of Health or Assistant Director of Health to sign a Letter of Agreement (LOA) with Ventura County Medi-Cal Managed Care Commission (dba Gold Coast Health Plan), for health services to be provided by the Health Department’s Clinic Services Bureau to members of the Gold Coast Health Plan, for  a term beginning July 1, 2020 and which shall automatically renew for additional one (1) year periods until terminated; and

b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates ten community clinic sites designated as Federally Qualified Health Centers (FQHCs), which provide preventative, primary, and specialty medical care services. 

 

Gold Coast Health Plan is a public entity governed by the Ventura County Medi-Cal Managed Care Commission that serves more than 190,000 Medi-Cal beneficiaries living in Ventura County and is a sister plan to Central California Alliance for Health (“CCAH”).  Gold Coast Health Plan’s members, predominately members of the Mixteco Community, seasonally migrate to the Monterey County area in search of agribusiness employment.

 

The Board of Supervisors first approved a Letter of Agreement with Gold Coast Health Plan on July 16, 2013 whose term was subsequently extended for additional 1-year periods through Amendments 1 to 3, and currently in effect through June 30, 2020. 

 

Approval of the recommendation will allow for Clinic Services to continue providing local access to care to Gold Coast Health Plan’s members while they are working in the Monterey County and away from their primary care providers in Ventura County.  The automatic renewal provision ensures that Clinic Services remain an in-network provider of the Gold Coast Health Plan without interruption, allowing Gold Coast Health Plan members continuous access to the services and Fee For Service payments from Gold Coast Health Plan.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives; 2. ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically; 4. Mobilize community partnerships and action to identify and solve health problems; and 7. link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has approved this Agreement as to form. 

 

FINANCING:

Sufficient funds are available in the FY 2020-2021 Recommended Budget for Clinic Services Bureau, Health Department (4000-HEA007).  There is no financial impact to the General Fund resulting from approval of this Letter of Agreement. Clinic Services will bill Gold Coast Health Plan and Medi-Cal for services rendered to the health plan members.
