a. Approve and authorize the Director of Health or Assistant Director of Health to sign a Professional Services Agreement with University Corporation at Monterey Bay (CSUMB) for the provision of evaluation services for the three-year Proposition 47 Cohort-2 Grant services in Monterey County, in the amount of $300,000 for Fiscal Years (FYs) 2019-20 through 2022-23 retroactive to August 15, 2019; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($30,000) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to sign a Professional Services Agreement with University Corporation at Monterey Bay (CSUMB) for the provision of evaluation services for the three-year Proposition 47 Cohort-2 Grant services in Monterey County, in the amount of $300,000 for Fiscal Years (FYs) 2019-20 through 2022-23 retroactive to August 15, 2019; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($30,000) of the original Agreement amount and do not significantly alter the scope of services.
SUMMARY/DISCUSSION:
The Board of State and Community Corrections (BSCC) awarded a continuing three-year $6,000,000 Proposition 47 Cohort-2 grant to the Monterey County Health Department, Behavioral Health Bureau. The Grant will continue to focus on individuals in the criminal justice system in need of mental health, substance abuse treatment and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes.
To perform the terms of this grant, the Behavioral Health Bureau will continue to contract with CSUMB who was identified as the evaluator in the grant application. CSUMB is the grant evaluator of the Proposition 47 Grant and will evaluate services under the Cohort-2 grant. Services they provide include grant evaluation, close-out periods, evaluation of grant funded services and quarterly/yearly reports as required by the BSCC.
CSUMB is a local vendor well-known for the evaluation work they do for other county agencies. They currently contract with the Health Department’s Policy, Evaluation and Planning Unit to develop, implement, analyze and present assessment results for their Prevention First Monterey County Grant from the California Department of Public Health. CSUMB was selected for their familiarization in working with State and Federally funded grant programs including grant reporting requirements.
This Agreement is retroactive to August 15, 2019 due to prolonged contract negotiations. To remain in compliance with our BSCC grant requirements, CSUMB has been providing evaluation services and attended the required grantee orientation in August 2019. CSUMB will be reimbursed for services delivered upon approval of this Agreement.
This Agreement contains the County’s standard 30-day “no cause” provision (Section 7.0, Subsection 7.01) and an additional defunding provision (Section 7.0, Subsection 7.03), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the Monterey County Health Department 2018-22 strategic plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.
FINANCING:
The period of the Grant is from August 15, 2019 to May 15, 2023. The grant provides program funding in the amount of $300,000 for Fiscal Years (FYs) 2019-20 through 2022-23. There are sufficient appropriations in the Department’s current year operational budget. The expenditures for Fiscal Years 2020-21 through 2022-23 will be included in the Department’s requested budget for each fiscal year. Any unused contract authority will be fully budgeted in the subsequent FYs, through the term of the Agreement.
