RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Information Technology Department to execute a non-standard agreement with Big Bang LLC (Big Bang) to purchase Universal Imaging Utility software licenses, support and maintenance in an amount of $25,450.00;

b. Approve non-standard agreement terms as recommended by the Director of the Information Technology Department;

c. Authorize the Director of the Information Technology Department to issue purchase orders for this Agreement over the period of June 16, 2020 through June 16, 2021; and

d. Approve and authorize the Director of Information Technology to execute a renewal of the Agreement for two (2) additional 12-month term, subject to County Counsel approval, on the same or substantially similar contract terms, provided any additional renewal costs do not exceed ten percent 10% of the original cost ($2,545.00).

 

SUMMARY:

The proposed agreement with Big Bang LLC (Big Bang), will allow the Information Technology Department to utilize a Universal Imaging Utility (UIU) product. This tool will enable the Information Technology Department (ITD) to automate driver packaging.  Allowing ITD to image/re-image computers regardless of manufacturer or model will provide, true hardware independent imaging. The purchase of this software will provide a tool that ensures devices will have a current set of drivers.

 

DISCUSSION:

Monterey County has over 300 different models of computers, which are all manually configured with Microsoft Windows software by Information Technology Technicians.

 

Currently, every device that is imaged or re-imaged is provided drivers (instructions for the Operating System to communicate with the hardware) from System Center Configuration Manager (SCCM), Monterey County’s Enterprise Device Management Solution. Driver packages are specific to a computer make and model. Updating driver packages for over 300 models monthly is manual and time-consuming. This results in devices receiving drivers that are often not current, sub-optimal, or missing. The proposed UIU will allow ITD to image any computer model device running Microsoft Windows operating system.

 

Universal Imaging Utility software licenses benefits:

- Licensed PCs can be deployed many times using the same license.

- Once a PC is retired, that same license can be re-issued to a different computer.

 

The proposed Agreement is non-standard for the County but is common for the software industry. The Director of ITD is recommending approval of this Agreement.

 

The proposed agreement will be reviewed after the initial 12-month contract to determine if the County wishes to continue purchasing the Universal Imaging Utility (UIU) product.

 

OTHER AGENCY INVOLVEMENT:

County Counsel cannot approve due to the following non-standard provisions: the absence of insurance and lack of indemnity protections for the County.

 

FINANCING:

Funding was included in the ITD FY 2019-20 budget under Dept 1930, Unit 8434, Appropriation INF002.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

County computer driver packages in SCCM will move from manual updating to an efficient re-imaging process for any County personal computer make and model.
