Approve and authorize the Director of Health or Assistant Director of Health to execute Amendments for the provision of Substance Use Disorder treatment (SUD) services and for revised term of July 1, 2020 through June 30, 2021 with each of the following Monterey County providers:
1. Door to Hope (DTH) adding $1,344,704 for total maximum amount of $6,284,025; and
2. Sun Street Centers (SSC) adding $4,664,490 for a total maximum amount of $15,718,624; and
3. Valley Health Associates (VHA) adding $1,123,617 for a total maximum amount of $4,580,898

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendments for the provision of Substance Use Disorder treatment (SUD) services and for revised term of July 1, 2020 through June 30, 2021 with each of the following Monterey County providers:
1. Door to Hope (DTH) adding $1,344,704 for total maximum amount of $6,284,025; and
2. Sun Street Centers (SSC) adding $4,664,490 for a total maximum amount of $15,718,624; and
3. Valley Health Associates (VHA) adding $1,123,617 for a total maximum amount of $4,580,898
SUMMARY/DISCUSSION:
The County currently has SUD Agreements with the following local providers which expire on June 30, 2020.: Agreement A-14019 for a current contracted dollar amount of $4,939,321 with Door to Hope, Agreement A-14020 for a current contracted dollar amount of $11,054,134 with Sun Street Centers and Agreement A-14021 for a current contracted dollar amount of $3,457,281 with Valley Health Associates.
As part of the Monterey County Health Department, Behavioral Health Bureau’s Drug Medi-Cal Organized Delivery System (DMC-ODS) new modes of substance use disorder services are now billable to Drug Medi-Cal. Each Provider currently delivers the following SUD new and/or enhanced services: DTH: Outpatient group and individual therapy for adults and Residential Services for women including case management and Recovery Services, SSC: Outpatient group and individual therapy for youth and adults including case management and Recovery Services, Residential services for adults and Prevention services for youth, parents and caretakers, VHA: Outpatient group and individual therapy for adults and youth including case management and MAT. In addition to narcotic treatment services such as methadone dosing, VHA also provides Buprenorphine, Disulfiram and Narcan.
To ensure continuity in the provision of SUD services to eligible residents in Monterey County, the Department seeks authorization to execute amendments which extend services through FY 2020-21 with DTH, SSC and VHA effective July 1, 2020 subject to further review and approval of County Counsel, County Risk Manager, and County Auditor Controller.
This work supports the Monterey County Health Department 2018-22 strategic plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.
FINANCING:
The DTH and VHA Agreements are funded by 48% Federal Substance Abuse Block Grant (SABG), 34% Drug Medi-Cal, and 18% AB109 funding respectively. The SSC Agreement is funded by 31% Federal SABG, 22% Drug Medi-Cal, 22% State Funds Behavioral Health Sub Account, 12% AB 109, and 13% Other Non-State/None Federal funds. The funds for FY 2020-21 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Recommended Budget. There is no impact to the County General Budget.
