Title: a. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($5,400) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to sign a three (3) year Facility Use Agreement (July 1, 2020 to June 30, 2023) with Rancho Cielo, Inc. to permit the use by the Health Department/Behavioral Health Bureau of three (3) office spaces on Rancho Cielo premises for the provision of mental health services for at-risk youth in Monterey County in the amount of $18,000 for Fiscal Year (FY) 2020-21, $18,000 for FY 2021-22, and $18,000 for FY 2022-23 for a total amount not to exceed $54,000; and

SUMMARY/DISCUSSION:

The County currently maintains Agreement A-13578 with Rancho Cielo, Inc. which will expire on June 30, 2020. Rancho Cielo, Inc. (Rancho Cielo) is a non-profit organization youth campus that provides services to court-involved, at risk youth in Monterey County.  Rancho Cielo, Inc. is seen as an integral part of the overall community initiative to help youth overcome juvenile violence and drugs, and help youth become educated and skilled for a successful life.  Monterey County Behavioral Health Bureau (MCBHB) and Rancho Cielo have established a collaborative relationship in providing support and recovery to at-risk youth on Rancho Cielo premises since 2009.  Rancho Cielo will continue to provide MCBHB the use of three (3) office spaces on Rancho Cielo premises to provide mental health services to youth participating in programs at Rancho Cielo.

 

This work supports the following Monterey County Health Department 2018-2022 strategic plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. 

 

FINANCING:

This Agreement is funded by Mental Health Services Act revenues. The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year 2020-21 Recommended Budget.  The funds for this Agreement for FY 2021-22 and FY 2022-23 will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) respective FY 2021-22 and FY 2022-23 Requested Budgets.
