Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Idemia Identity & Security USA LLC for $2,385 to provide preventative maintenance for the TouchPrint Live Scan system retroactively for the term of May 1, 2020 through April 30, 2021, including nonstandard liability provisions: and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($238) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This Agreement provides ongoing maintenance for the Idemia TouchPrint Live Scan product used by the Monterey County Department of Social Services (DSS) to conduct fingerprint imaging for background checks. DSS conducts fingerprint imaging background checks on potential new hires (pre-hire) and potential resource families before a child is placed in their care. The fingerprint images are used to conduct a background check against a Department of Justice (DOJ) criminal database.

 

The maintenance agreement includes technical support for the Idemia TouchPrint Live Scan Product, TouchCare Support center for problem escalation, and parts and components necessary for the service and maintenance of the system.

 

This agreement is retroactive back to May 1, 2020 due to the COVID-19 pandemic. Although DSS has not used the machine during this time, it is not feasible to have a gap in the maintenance agreement. DSS recommends that your Board approve this Agreement which includes these nonstandard liability provisions. 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller has reviewed and approved this agreement. County Counsel has approved the agreement as to form. Risk Management has reviewed and approved nonstandard Liability provisions. Contracts/Purchasing cannot approve the nonstandard agreement. 

 

FINANCING:

This Agreement is funded by Social Services Federal, State, and realignment funds.  Sufficient revenues and appropriations are included in SOC005 in the FY 2020-21 Recommended Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Administration, Public Safety, and Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to improve the quality of life for Monterey County families by expanding the Department’s ability to protect the youths placed with caregivers and the employees they hire.
