Support County Administrative Office, Office of Community Engagement and Strategic Advocacy (“CAO OCESA”) request for Board of Supervisors authority to accept a grant augmentation (Subaward XC19 01 0270, Cal OES ID 053-00000), in the amount of $244,363 with a required in-kind-match of $61,091, awarded by the California Governor’s Office of Emergency Services (Cal OES) Victims of Crime Act (VOCA) County Victim Services Program (Cal OES VOCA Program), supporting the provision of direct services to victims of crime in Monterey County, for a total grant award for the years July 1, 2016 through December 31, 2020 of $1,122,229, and extending the grant period to December 31, 2020; and
b. Support authorizing the Auditor-Controller to amend the Fiscal Year 2019-20 Adopted Budget for Office of Community Engagement and Strategic Advocacy (OCESA), Fund 001, Appropriation Unit CAO024, to increase appropriations and revenue by $103,954 funded by Subaward XC19 01 0270, Cal OES ID 053-00000, awarded by the Cal OES VOCA Program; and
c. Support authorizing the Auditor-Controller to amend the Fiscal Year 2020-21 Adopted Budget for OCESA, Fund 001, Appropriation Unit CAO024, to increase appropriations and revenue by $140,409 funded by Subaward XC19 01 0270, Cal OES ID 053-00000, awarded by the Cal OES VOCA Program; and
d. Support CAO OCESA request for Board authority to authorize the IGLA Assistant County Administrative Officer (ACAO) overseeing the OCESA, or the ACAO’s designee to enter into amendments to agreements, distributing $229,701 of the grant augmentation for direct services delivery, with the following public and private entities: YWCA of Monterey County, CASA of Monterey County, Monterey County Rape Crisis Center, Seaside Police Department, Greenfield Police Department with an extended effective date through December 31, 2020.
e. Support CAO OCESA request for Board authority to authorize the IGLA Assistant County Administrative Officer (ACAO) overseeing the Office of Community Engagement and Strategic Advocacy (OCESA), or the ACAO’s designee to apply for, execute memoranda, amendments or agreements, and administer documents to secure, receive, and distribute further funding from the Cal OES VOCA Program for the grant period through December 31, 2020.

It is recommended that the Budget Committee:

SUMMARY/DISCUSSION:
The Monterey County Administrative Office, Office of Community Engagement and Strategic Advocacy (OCESA) is seeks to amend the Fiscal Year 2019-20, adopted budget to increase appropriations and revenues by $103,954 and Fiscal Year 2020-21, by $140,409, financed by a grant award augmentation in the amount of $244,363, from California Governor’s Office of Emergency Services (Cal OES) Victim of Crime Act (VOCA) County Victim Services Program to provide direct services to victims of crime in Monterey County.
Acceptance of Cal OES VOCA XC19 Award will afford the provision of direct services to victims of crime and the training and education of services providers in Monterey County, addressing disparities that affect the health and wellbeing of vulnerable populations.
Background:
The Office of Community Engagement and Strategic Advocacy was initially awarded a two-year grant in the sum of $508,500 to provide crisis intervention, counseling and legal advocacy services to victims of crimes in Monterey County. The award was granted in October 4, 2016 to be effective July 1, 2016, the Board of Supervisors received notification of the grant application on July 26, 2016. The Board of Supervisors approved acceptance of the grant on June 13, 2017 (item #32). An augmentation was awarded in the amount of $369,366 with a grant period extension to December 31, 2019. The funding covers the cost of direct services, referral and case management, training and education services to both internal and external community partners within Monterey County. The services provided are in partnership with Monterey County Probation Department, Health Department for SART (Sexual Assault Response Team), District Attorney’s Office Victim Witness Program, Seaside Police Department, Greenfield Police Department, CASA of Monterey County, Monterey County Rape Crisis Center, and YWCA of Monterey County. Inter-agency agreements with the County departments are attached as well as standard agreements with all other partners. With the award augmentation of $244,363 operational agreements will need to be renewed and amended to extend the grant period ending on December 31, 2020.

The Office of Community Engagement and Strategic Advocacy is the lead agency for this grant and is responsible for administering and complying with reporting requirements. Grant management and support by the Office of Community Engagement and Strategic Advocacy staff is also funded by this grant in the amount of $14,662. CASA of Monterey County will provide an in-kind match requirement as set forth in their MOU with the County, in the amount of $61,091, for salaries, training and administrative costs associated with the CASA program. Grant funds are dispersed by Cal OES and in turn the County, on a reimbursement basis.
It should be noted that county departments are also beneficiaries of the grant funding in the amount of $61,259 of the total grant augmentation. The Office of Community Engagement and Strategic Advocacy, as part of the CAO’s Office, has entered into MOU’s with the Monterey County Probation Department, the District Attorney’s Office - Victim Services Program and the Monterey County Health Department, so that these departments can also take part in the grant funding for their department’s victim services programs. Since Interdepartmental Memorandums of Understanding (MOUs) between county departments do not require Board of Supervisor’s approval, these were not brought before the Board, but their existence is noted.
This is a request that the Board of Supervisors accept the grant award augmentation in the amount of $244,363.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed Cal OES VOCA XC16 grant Terms and Conditions of the Grant Agreement as to form.
FINANCING:
The grant will provide financing for direct services to victims of crimes, training and education of volunteers and service providers. The Cal OES VOCA XC19 in the amount of $244,363 is a one-year grant extension (January 1 - December 31, 2020) with an in-kind match requirement of $61,091provided by CASA of Monterey County as set forth in their MOU with the County, in the amount of $61,091, for salaries, training and administrative costs associated with the CASA program, dispersed among the partnering service providers as outlined in the approved budget included in the enclosed Attachment A Cal OES VOCA XC19 Grant Sub award Amendment. Any funds received in excess of current needs, approved amounts, or those found owed as a result of a close-out audit, must be refunded to the State within 30 days upon receipt of an invoice from Cal OES.

Acceptance of Cal OES VOCA XC19 Grant Award augmentation will afford the provision of direct services to victims of crime and the training and education of services providers in Monterey County, addressing disparities that affect the health and wellbeing of vulnerable populations.
