a. Approve and authorize the Director of Health or Assistant Director of Health to execute one (1) to three (3) year Mental Health Services Act Agreements for the provision of Mental Health services with each of the following Monterey County providers:

1. Alliance on Aging (AOA) for a term of July 1, 2020 through June 30, 2021, in an amount not to exceed $237,324; and

2. Community Human Services (CHS) for a term of July 1, 2020 through June 30, 2021, in an amount not to exceed $825,936; and

3. Crisis Support Services of Alameda County (CSSAC) for a term of July 1, 2020 through June 30, 2023, in an amount not to exceed $450,432; and

4. Family Services Agency of the Central Coast (FSACC) for a term of July 1, 2020 through June 30, 2023, in an amount not to exceed $700,020; and

5. National Alliance on Mental Illness (NAMI) for a term of July 1, 2020 through June 30, 2021, in an amount not to exceed $120,000; and

6. The Village Project (TVP) for a term of July 1, 2020 through June 30, 2021, in an amount not to exceed $276,250; subject to review and approval of County Counsel, Risk Manager, and County-Auditor Controller; and

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments for each Agreement listed in paragraph (a) above, which in the aggregate do not exceed ten percent (10%) of the initial liability of each Agreement and which do not significantly change the scope of services.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute one (1) to three (3) year Mental Health Services Act Agreements for the provision of Mental Health services with each of the following Monterey County providers:

1.                     Alliance on Aging (AOA) for a term of July 1, 2020 through June 30, 2021, in an amount not to exceed $237,324; and

2.                     Community Human Services (CHS) for a term of July 1, 2020 through June 30, 2021, in an amount not to exceed $825,936; and

3.                     Crisis Support Services of Alameda County (CSSAC) for a term of July 1, 2020 through June 30, 2023, in an amount not to exceed $450,432; and

SUMMARY/DISCUSSION:

The County currently has Agreements with expiration dates of June 30, 2020 with the following local providers: Agreement A-13233 for a current contracted dollar amount of $1,116,816 with AOA, Agreement A-13119 for a current contracted dollar amount of $4,414,760 with CHS, Agreement A-13603 for a current contracted dollar amount of $293,773 with CSSAC, Agreement A-13626 for a current contracted dollar amount of $691,058 with FSACC, Agreement A-13629 for a current contracted dollar amount of $527,100 with NAMI and Agreement A-13309 for a current contracted dollar amount of $1,627,809 with TVP.

 

As part of the Monterey County Health Department, Behavioral Health Bureau’s Access and Mental Health Services Act (MHSA) outreach, engagement and mental health programs, each provider currently delivers the following services:  Alliance on Aging provides bilingual and bicultural Senior Peer Counseling services that consists of prevention and early mental health intervention support to older adults (age 55 and older) suffering from depression, anxiety, grief, loss, isolation, adjustment to chronic illness, and other stressors that can occur in the latter third of life. Community Human Services provides outpatient mental health services, multi-lingual parenting services and services to runaway/homeless youth through the Street Outreach Program. Crisis Support Services of Alameda County provides crisis intervention telephone counseling services to programs serving high consumers of mental health services.  CSSAC is also certified as meeting the standards of practice of the American Association of Suicidology and is a member of the National Suicide Prevention Lifeline. Family Service Agency of the Central Coast provides Suicide Prevention Services (SPS) and is an Accredited Crisis Center through the American Association of Suicidology and serves the tri-county region of Monterey, San Benito and Santa Cruz counties. The National Alliance on Mental Illness provides education, support, information, and referrals to those affected by mental illnesses, including individuals living with mental illness, their family members and loved ones throughout Monterey County, as well as support and education to professional providers. The Village Project provides mental health outreach and counseling services for Monterey County African Americans and other unserved/underserved racial and ethnic group members and their families. 

 

To ensure continuity in the provision of Access and MHSA services to eligible residents in Monterey County, the Department seeks authorization to execute Agreements with AOA, CHS, CSSAC, FSACC, NAMI and TVP effective July 1, 2020 subject to review and approval of County Counsel, County Risk Manager, and County Auditor Controller. 

 

This work supports the Monterey County Health Department 2018-22 strategic plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

The AOA, NAMI and TVP Agreements are funded by 100% MHSA, Prevention and Early Intervention (PEI) funding. Community Human Services is funded by MHSA Community Services and Supports (CSS) (78%), MHSA PEI (18%), and Realignment (4%). CSSAC is funded by MHSA CSS funds (50%), Realignment funds (45%) and Substance Use Disorder funds (5%). The FSACC Agreement is funded by MHSA PEI (78%) and County General Funds (22%). The funds for each Agreement for FY 2020-21 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Recommended Budget. The expenditures for the CSSAC and FSACC Agreements for Fiscal Years 2021-22 through 2022-23 will be included in the Department’s requested budget for each fiscal year.
