RECOMMENDATION:
It is recommended that the Basin Management Advisory Committee:

Receive a report on the status of the California State Water Resources Control Board Proposition 1 Grant for Well Destruction and provide direction to staff as needed.

SUMMARY DISCUSSION:
The Agency's process of applying for and receiving a California State Water Resources Control Board (SWRCB) Proposition 1 Grant for Well Destruction began in February 2019, when the Finance Committee supported adopting a resolution to enter into a funding agreement with the SWRCB.

Following notice of a preliminary grant award in October 2019, MCWRA staff worked with SWRCB staff to identify eligible items for the required cost share match and, with the SWRCB, developed a Draft Final Agreement. The draft final budget for the project includes $1.53 million of "in-kind' work, with $2.66 million in additional funds identified that the MCWRA will need to acquire to satisfy the match requirement of 46%, for a total project cost of $9,125,524.

On April 20, 2020, MCWRA staff recommended to the BOD that reserves from Funds 131, 132, and 134 be identified to meet the additional funding requirement of the $2.66 million for the proposed project. The utilization of these reserves would require a reprioritization of projects currently identified for potential funding from this source. MCWRA staff is continuing to explore alternative funding sources to offset, to the extent possible, impacts to Funds 131, 132 and 134. Upon motion of Director LeBarre, seconded by Director Sullivan, action was taken to receive the staff report and recommend the Board of Supervisors of the Monterey County Water Resources Agency enter into a funding agreement with the SWRCB to receive and implement a Proposition 1 Grant.
