RECOMMENDATION:
It is recommended the Monterey County Parks Commission support a recommendation to the Board of Supervisors to adopt an Ordinance to repeal Chapter 14.22 and to amend Chapter 14.12 County Parks of the Monterey County Code to prohibit the placement or use of houseboats at Lake San Antonio and Lake Nacimiento as presented.
SUMMARY:
In 1984, the Board of Supervisors adopted Ordinance 2985, which added Chapter 14.22 to Monterey County Codes regulating houseboats on Lake San Antonio (LSA). In Fall 2007, the County assumed management of the operations at LSA, including oversight and management of houseboats. Staff is responsible for monitoring and supporting houseboats on the water, which takes limited resources away from other critical duties. LSA's loss of docks and fueling station during severe winter storms in 2017 created a significant exposure for a hazardous spill when permit holders/houseboat operators fill tanks (water and fuel) or pump wastewater and sewage tanks from their vessels.
Staff recommends: 1) Modifying Section 14.12.080 Item H.6; 2) Adding Item L to Section 14.12.080 to prohibit the placement and use of houseboats at Lake San Antonio (LSA) and Lake Nacimiento (LN); and 3) Adding a new Section 14.12.085 that addresses effective dates for removal, impoundment, and disposal of houseboats as LSA no longer has the required amenities and resources to safely manage houseboats on the lake surface. This item is scheduled to be brought to the Board of Supervisors on July 28, 2020, for approval to set a public hearing to consider the proposed ordinance for September 15, 2020.
