a. Conduct a Community Development Block Grant (CDBG) to 1) take comments on the Draft Fiscal Years 2020- 2024 Consolidated Plan and FY 2020-2021 Annual Action Plan and the proposed allocation of $1,398,044; 2) adopt the 2020-2024 Consolidated Plan which includes the FY 2020-2021 Annual Action Plan and funding recommendations for Fiscal Year 2020-2021 funding; 3) approve the funding recommendations for CDBG Urban County Subrecipients as described in the 2020-2021 Annual Action Plan;
b. Approve the Subrecipient Agreement templates for use in awarding CDBG funds to make CDBG funds available to the approved Subrecipients and authorize the Housing Program Manager to execute the agreements with the subrecipients; and
c. Authorize the Housing Program Manager to submit the 2020-2024 Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) and to execute all other necessary documents required by HUD to implement the CDBG Urban County program.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Conduct a Community Development Block Grant (CDBG) to 1) take comments on the Draft Fiscal Years 2020- 2024 Consolidated Plan and FY 2020-2021 Annual Action Plan and the proposed allocation of $1,398,044; 2) adopt the 2020-2024 Consolidated Plan which includes the FY 2020-2021 Annual Action Plan and funding recommendations for Fiscal Year 2020-2021 funding; 3) approve the funding recommendations for CDBG Urban County Subrecipients as described in the 2020-2021 Annual Action Plan;

SUMMARY:
The County of Monterey first qualified to receive CDBG funding directly from HUD in 2013 as an entitlement jurisdiction. As part of the process to qualify for designation as an Entitlement Community, the County is required to prepare a Consolidated Plan at least once every five-years. The recommended actions will satisfy HUD’s requirement that the County prepare and adopt a new Consolidated Plan that will guide how the County uses its CDBG funds to meet eligible community development needs through 2024.

OTHER AGENCY INVOLVEMENT:
The cities of Del Rey Oaks, Gonzales, Greenfield, and Sand City have partnered with the County to qualify for HUD designation as an Urban County. The Board of Supervisors Monterey County Urban County Standing Committee met three times in March and April 2020, to consider the funding recommendations contained in the FY 2020-2021 Annual Action Plan. The County Counsel has reviewed and approved the Subrecipient Agreements as to form.
FINANCING:
The Consolidated Plan covers a five-year period, funded annually. Provided the County continues to comply with grant regulations, the County will continue to receive annual entitlement funding, subject to the federal budget process. Grant and program income totaling $1,398,044 was included in the FY 2020-2021 Recommended Budget in Fund 013, Unit Code 8518, Appropriations Code CAO042 (Community Development Grants).
