RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services, to sign an agreement with Sun Street Centers for $495,000 to provide Substance Abuse Recovery Services to CalWORKs customers within the Pueblo del Mar Family Recovery Community Program retroactive to July 1, 2020 through June 30, 2023; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($49,500) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This agreement is for the provision of a comprehensive continuum of services to assist California Work Opportunities and Responsibility for Kids (CalWORKs) families with children to live in an environment that fosters sobriety and self-sufficiency.  This service model aims to reunify and preserve the family structure of CalWORKs families and move them toward self-sufficiency.

 

Though the Family Recovery Community Program, Pueblo del Mar offers CalWORKs customers and their children a supportive living environment with on-site case management.  The supportive living environment includes but is not limited to: 12-step program classes, financial literacy classes, parent education classes, relapse awareness workshops, afternoon-school tutoring for children, recreational programs for children, mental health services for children and adults, support groups and a resident’s council.

 

This agreement was delayed in being brought for Board consideration prior to the effective date due to County delays in administrative processing.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This agreement is funded by the CalWORKs Mental Health Substance Abuse Allocation. Sufficient appropriations and estimated revenues in SOCOO5 are included in the FY 2020-21 Adopted Budget.  Costs for FY 2021-22 and FY 2022-23 will be requested through the corresponding annual budget process.  Approval of this action has no impact on the County General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the health and quality of life for CalWORKs customers through County supported policies, programs, and services that promote access to Substance Use Recovery treatment services to move CalWORKs families towards positive healthy lifestyles and self-sufficiency.
