RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with California State University Fresno Foundation for $174,900 to provide direct Child Welfare Title IV-E training for Family and Children’s Services staff and others as specified by Monterey County, retroactive to July 1, 2020 through June 30, 2021 including nonstandard termination, indemnification, and confidentiality provisions; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($17,490) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This Agreement with California State University Fresno Foundation (CSUFF) provides training to Monterey County Department of Social Services (DSS) Family and Children’s Services (FCS) staff and identified community partners for purposes of professional and leadership development and to improve outcomes for children and families as outlined in the Performance Improvement Plan (PIP), by the California Department of Social Services (CDSS), and as required by the Continuum of Care Reform (CCR) legislation. 

 

As specified and authorized by DSS, CSUFF will work collaboratively with the FCS Staff Services Trainer, FCS Senior Management Team and FCS staff to support and assess training needs, and to develop and deliver an enhanced training program for Monterey County FCS.  This includes training for new staff, on-going training for existing staff, and other specific audiences as designated by FCS.

 

In FY 2019-20, CSUFF provided an estimated total of 2,198 trainee hours: 220 total hours specific to Trauma-Informed Systems, 73 total hours specific to leadership development regarding change management and implementation of the CA Core Practice Model for Child Welfare, 1,517 hours of training on evidence-based and promising practices (Safety Organized Practice, Structured Decision Making, Child and Family Teaming,  engagement with Tribes and children eligible for the Indian Child Welfare Act) and 388 total hours for all-staff trainings.

 

This agreement was delayed in being brought for Board consideration prior to the effective date due to County delays in administrative processing.  Services are on hold till after the execution of this agreement.

 

The Department is recommending approval of this Agreement and the nonstandard indemnification, termination, and confidentiality provisionsard to allow DSS to continue working with CSUFF.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller has reviewed and approved this agreement.  Purchasing cannot approve the nonstandard agreement.  Risk Management cannot approve the nonstandard indemnity provisions; however, these are the same provisions we agreed to last year with this yearly vendor and the vendor agreed to dual indemnification.  County Counsel has approved the agreement as to legal form.

 

FINANCING:

This agreement is funded by Title IV-E Federal and State revenues for Foster Care trainings.  The County’s match will be provided by CSUFF through in-kind services. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2020-21 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to improve the quality of life for foster children by expanding the knowledge, skill sets and leadership of the Department’s Social Work team.  It also supports the goal of the Department’s compliance with AB403 Continuum of Care Reform (CCR).
