Supports approving Amendment No. 5 to the Agreement for Professional Services with Hollenbeck Consulting for an amount of $55,000, bringing the maximum amount payable to $199,000; and authorize the General Manager to execute the Amendment.
SUMMARY/DISCUSSION:
An Agreement for Professional Services with Hollenbeck Consulting dated December 18, 2018 was executed to begin Agency response to expected requirements from California Department of Water Resources, Division of Safety of Dams (DSOD) associated with major rehabilitation or replacement of the San Antonio Dam spillway. DSOD letter to the Agency dated April 12, 2019 requires major rehabilitation or replacement of San Antonio dam spillway to obtain a fully functional spillway by November 1, 2024. Amendment No. 1 to the Agreement, executed in June 2019, added environmental services related to developing a strategy to address California Environmental Quality Act (CEQA) requirements for the San Antonio dam spillway major rehabilitation or replacement. Amendment No. 2, executed in August 2019, established means for the Agency to obtain an array of engineering services on an as-needed basis, under which Nacimiento dam 24-inch outlet valve procurement assistance has been obtained. Amendment No. 3, executed in November 2019, added funds to the maximum amount payable for Resident Engineer services during Fall 2019 Nacimiento dam spillway repair work. Amendment No. 4, approved by the Board of Directors December 18, 2019, added monies to backfill costs of Nacimiento dam 24-inch outlet valve procurement assistance (which was partially paid from not-yet used funds from other tasks), and to assist with San Antonio dam spillway major rehabilitation or replacement design engineering services procurement. Amendment No. 5 adds monies to backfill costs of Nacimiento dam 24-inch outlet valve procurement assistance (which was partially paid from not-yet used funds from other tasks), and to assist with Resident Engineer services during Fall 2020 Nacimiento dam spillway repair work. Attachment No. 3 summarizes work and budgets for Hollenbeck Consulting.
OTHER AGENCY/COMMITTEE INVOLVEMENT:
California Department of Water Resources, Division of Safety of Dams (DSOD) requires major rehabilitation or replacement of the San Antonio Dam spillway by letter to the Agency dated April 12, 2019 to obtain a fully functional spillway by November 1, 2024. The Federal Energy Regulatory Commission (FERC) requires qualified Resident Engineer oversight of Nacimiento Dam spillway repair work, for which FERC has approved Mr. Hollenbeck.
FINANCING:
Costs of this Agreement are paid from Agency Fund 116 - Dams Operation and Maintenance, Fiscal Year 2020-21.
