b. Approve Amendment No. 2 to Professional Services Agreement (A-13277) with Kimley-Horn and Associates, Inc., Multi-Year Agreement #3000*2686, to continue to provide on-call civil engineering services for transportation projects located in Monterey County, California, Request for Qualifications #1601, to increase the not-to-exceed amount by $300,000 for a total amount not-to-exceed $600,000 and to extend the expiration date for one (1) additional year through August 31, 2021, for a revised term from September 1, 2016 to August 31, 2021;

Approve Amendment No. 2 to Professional Services Agreement (A-13282) with Wood Rodgers, Inc., Multi-Year Agreement #3000*2693, to continue to provide on-call civil engineering services for transportation projects located in Monterey County, California, Request for Qualifications #1601, to increase the not-to-exceed amount by $100,000 for a total amount not-to-exceed $400,000 and to extend the expiration date for one (1) additional year through August 31, 2021, for a revised term from September 1, 2016 to August 31, 2021;
d. Approve Amendment No. 2 to Professional Services Agreement (A-13281) with TRC Engineers, Inc., Inc., Multi-Year Agreement #3000*2689, to continue to provide on-call civil engineering services for transportation projects located in Monterey County, California, Request for Qualifications #1601, to increase the not-to-exceed amount by $100,000 for a total amount not-to-exceed $400,000 and to extend the expiration date for one (1) additional year through August 31, 2021, for a revised term from September 1, 2016 to August 31, 2021;
e. Approve Amendment No. 3 to Professional Services Agreement (A-13276) with Harris & Associates, Inc., Multi-Year Agreement #3000*2685, to continue to provide on-call civil engineering services for transportation projects located in Monterey County, California, Request for Qualifications #1601, to increase the not-to-exceed amount by $300,000 for a total amount not-to-exceed $1,100,000, to update the Hourly Billing Rates effective September 1, 2020, and to extend the expiration date for one (1) additional year through August 31, 2021, for a revised term from September 1, 2016 to August 31, 2021;
f. Approve Amendment No. 3 to Professional Services Agreement (A-13278) with MNS Engineers, Inc., Multi-Year Agreement #3000*2687, to continue to provide on-call civil engineering services for transportation projects located in Monterey County, California, Request for Qualifications #1601, to increase the not-to-exceed amount by $100,000 for a total amount not-to-exceed $900,000 and to extend the expiration date for one (1) additional year through August 31, 2021, for a revised term from September 1, 2016 to August 31, 2021;
g. Approve Amendment No. 3 to Professional Services Agreement (A-13280) with Quincy Engineering, Inc., Multi-Year Agreement #3000*2690, to continue to provide on-call civil engineering services for transportation projects located in Monterey County, California, Request for Qualifications #1601, to increase the not-to-exceed amount by $400,000 for a total amount not-to-exceed $700,000 and to extend the expiration date for one (1) additional year through August 31, 2021, for a revised term from September 1, 2016 to August 31, 2021; and
h. Authorize the Contracts/Purchasing Officer to execute Amendments to these seven (7) Professional Services Agreements and future amendments to each Agreement where the amendments do not significantly alter the scope of work or increase the approved amount of each Agreement.

It is recommended that the Board of Supervisors:

SUMMARY:
The Resource Management Agency (RMA) has established several on-call Professional Services Agreements (PSAs) for specialized services when County staff requires special expertise or when the volume of work exceeds staff’s capacity to manage in a timely manner. On-call PSAs are utilized across the RMA and by other County Departments for specialized expertise in operations and specific facility and capital projects. Civil engineering consultant services, in general, include the following: drainage design, environmental documentation, permit coordination, preparation of project reports, roadway design, right-of-way coordination, support during construction surveys, traffic analysis, and utility coordination.
These amendments would increase the capacity of each contract to accommodate services when/if project funding is available. Contract amounts vary since some were used more so than others, due to their locality, readiness and expertise; that we experienced during the past two winter storm emergencies. With these increases the consultants will have sufficient capacity should the need arise as we approach another winter season.
DISCUSSION:
In February 2016, GHD Inc., a California Corporation (previously Omni-Means, Ltd.), Harris & Associates, Inc., Kimley-Horn and Associates, Inc., MNS Engineers, Inc., Quincy Engineering, Inc., TRC Engineers, Inc., and Wood Rodgers, Inc. were selected for their expertise and capabilities necessary to provide civil engineering services on an “on-call” basis for Transportation Projects located in Monterey County, California, under a competitive selection process in accordance with County policies and State and Federal laws as set forth under Request for Qualifications (RFQ) #1601.
The RMA has identified a need to extend the term and increase the amount of the Professional Services Agreements (PSAs) with these seven (7) consultants to continue to provide on-call civil engineering services that may be required to assist the RMA.
Amendment No. 2 to the PSA with GHD Inc. will increase the not-to-exceed amount by $500,000 for a total amount not-to-exceed $800,000. Amendment No. 2 to the PSA with Kimley-Horn and Associates, Inc. will increase the not-to-exceed amount by $300,000 for a total amount not-to-exceed $600,000. Amendment No. 2 to the PSAs with TRC Engineers, Inc. and Wood Rodgers, Inc. will increase the not-to-exceed amount by $100,000 for a total amount not-to-exceed $400,000 for each PSA. Amendment No. 3 to the PSA with Harris & Associates, Inc. will increase the not-to-exceed amount by $300,000 for a total amount not-to-exceed $1,100,000 and update the Hourly Billing Rates effective September 1, 2020. Amendment No. 3 to the PSA with MNS Engineers, Inc. will increase the not-to-exceed amount by $100,000 for a total amount not-to-exceed $900,000. Amendment No. 3 to the PSA with Quincy Engineering, Inc. will increase the not-to-exceed amount by $400,000 for a total amount not-to-exceed $700,000. Amendment No. 2 and Amendment No. 3 to each of the PSAs will extend the expiration date of the PSA from August 31, 2020 for one (1) additional year through August 31, 2021, for a revised term from September 1, 2016 to August 31, 2021.

OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved each Amendment No. 2 and Amendment No. 3 as to form, and fiscal provisions, respectively.
FINANCING:
Services provided by each consultant will be reimbursed from the respective funding source for each project. Costs associated with services provided by these on-call consultants and funding will be contained within the approved budget allocations of the individual departments authorizing the use of these on-call PSAs. Requests for funding beyond project budgets will be taken to the Board for approval. For the RMA, funding is either within the approved budget allocations for a specific operating unit or contained within the Board of Supervisors approved project budget within Fund 002 Road Fund, Fund 402 Capital Projects, or Fund 404 Facility Master Plan Projects.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors’ Strategic Initiatives by allowing for the planning and development of sustainable, physical infrastructure that improves the quality of life for County residents and supports economic development results, and further provides for adequate County facilities and infrastructure.
