Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Monterey County Children and Families Commission, dba First 5 Monterey County for $528,403 to continue the CalWORKs Home Visiting Program to provide parenting and child development skills to CalWORKs families, retroactive to July 1, 2020 through June 30, 2021, including non-standard mutual indemnity; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($52,840) of the original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Through this Agreement, First 5 Monterey County shall act as the lead agency working in collaboration with GoKids, Inc., North Monterey County Unified School District, and Door to Hope to connect parents with necessary resources, improve their parenting skills through early educational learning and playing, and ensure that their children have a safe and nurturing environment that allows them to thrive and grow.  The goal of the CalWORKs Home Visiting Initiative program is to support families to learn and expand parenting and child development skills and knowledge, as well as engage in positive behaviors that support children’s school readiness. 

First 5 Monterey County will provide child developmental screenings, case management, and facilitate early educational learning to approximately 139 CalWORKs families.  Home visits will be offered throughout Monterey County at mutually agreed upon times between the CalWORKs customers and home visiting staff. 

 

The Home Visiting Program was one of the programs the Governor was proposing to cut in the May Revise Budget.  The Department delayed submission of the agreement until the State Budget was passed and confirmed that this program was restored in the approved State Budget. 

The Department is recommending approval of this Agreement with includes nonstandard mutual indemnification to allow DSS to continue working with First 5 Monterey County.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller has reviewed and approved the agreement.  Contracts/Purchasing cannot approve the nonstandard agreement.  County Counsel has approved the agreement as to form.

FINANCING:

This agreement is funded by the CalWORKs Home Visiting Initiative allocation. Sufficient appropriations and estimated revenues are included in the FY 2020-21 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Economic Development and Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by providing parenting skills and support to CalWORKs customers. The skills and experience gained will help reduce child abuse, neglect, and trauma to nurture healthy child development.
