Support a recommendation to the Board of Supervisors to:

a. Accept additional fund augmentation from the Government Operations Agency, California Complete Count - Census 2020 Office (“CCC Office”) in the amount of $90,517 (“Additional Fund Augmentation”), for the purpose of supporting 2020 Census efforts in the Non-Response Follow Up (“NRFU”) period in the following priority Census Tracts with a Hard-to-Count (“HTC”) Index of 69 and above through October 31, 2020;

RECOMMENDATION:

It is recommended that the Budget Committee:

a. Accept additional fund augmentation from the Government Operations Agency, California Complete Count - Census 2020 Office (“CCC Office”) in the amount of $90,517 (“Additional Fund Augmentation”), for the purpose of supporting 2020 Census efforts in the Non-Response Follow Up (“NRFU”) period in the following priority Census Tracts with a Hard-to-Count (“HTC”) Index of 69 and above through October 31, 2020;

b. Authorize the Auditor-Controller to amend the Fiscal Year     2020-21 Adopted Budget, Fund 001, Appropriation Unit CAO024, increasing appropriations by $90,517 funded by the Additional Fund Augmentation;

c. SUMMARY/DISCUSSION:

The Office of Community Engagement and Advocacy (OCESA) of the CAO functions as the backbone of the 2020 Census Complete Count Committee for Monterey County.

 

2020 Census Operations:

The 2020 Census Operations began on March 12, 2020 and its previously scheduled deadline of July 30, 2020 has been extended by the U.S. Census Bureau to October 31, 2020.  The Census Bureau and California Complete Count Committee provide periodic updates on the Self-Response Rates (SRR). As of July 20, 2020, California has an SRR of 63.4% and Monterey County is at 59.4% (Final 2010 rate 64.4%).

 

Monterey County’s efforts to increase access to the online questionnaire has been revised from the original key strategy to setup 94 public Questionnaire Assistance Kiosks (“QAK”) throughout all Hard-to-Count (“HTC”) Census tracks in Monterey County libraries, schools, faith based community spaces and community based organizations. Mobile QAKs are operating in key venues in partnership with community partners who are serving the community with essential services such as food distributions, relief fund distributions and face mask distributions. QAK operations are operated in compliance with Center for Disease Control and California Public Health Department guidelines for health and safety precautions, reviewed and authorized by the Monterey County Public Health Department.

 

The California Complete Count Committee (CA CCC) has awarded Monterey County an augmentation of $90,517 to support new outreach strategies that will be targeted to specific census tracts as outlined by the State: tracts with an HTC of 69 or above. 

 

Of the total funding allotted to Census efforts $731,446 (State and County funding sources), approximately $688,666 has been expended. To continue to support Census efforts through October 31, 2020, there is a need for additional support. The request is to consider a contribution of $300,000 from the cannabis assignment (BSA 3132) or CARES Act Funding.

 

Local partners of the 2020 Census Complete Count Committee continue to work diligently to reach the communities with the lowest SRR.

 

OTHER AGENCY INVOLVEMENT:

This report is prepared by the CAO-Office of Community Engagement & Strategic Advocacy and has been reviewed by County Counsel.

 

FINANCING:

Approval of the recommendations included in this report will result in an increase in General Fund Contribution of $300,000 from the cannabis assignment. Estimated cannabis assignment funds as of July 20th are $8,906,182.00.
