b. Authorize the Resource Management Agency Director to advertise the project’s “Notice to Bidders” in the Monterey County Weekly. (ADDED VIA ADDENDA)

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Adopt Plans and Special Provisions for HSIPL-5944(132) for the construction of rectangular rapid flashing beacons (RRFB’s) at the following locations: (1) Castroville Boulevard at the intersection with Elkhorn Road in Castroville, and (2) Rio Road at the intersection with Via Nona Marie in Carmel; and

b.                     Authorize the Resource Management Agency Director to advertise the project’s “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY/DISCUSSION:

The County was awarded a $244,500 Highway Safety Improvements Program (HSIP) grant by Caltrans to design and construct rectangular rapid flashing beacons (RRFB’s) at two (2) locations in the County.  The purpose of the project is to improve pedestrian safety at these two (2) locations.  The project, in general, consists of constructing RRFB’s on Castroville Boulevard at the intersection with Elkhorn Road in Castroville, and on Rio Road at the intersection with Via Nona Marie in Carmel.  Each location will also include the improved curb ramps with detectable warning surface (raised truncated domes).

 

The bid opening for the project is tentatively set for October 14, 2020 at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032, located in the County of Monterey, Administration Building at 168 W. Alisal Street, Salinas, California 93901. Construction for the project is scheduled to begin in October 2020.

 

In compliance with the California Environmental Quality Act (CEQA), the Monterey County Resource Management Agency (RMA) filed a Notice of Exemption on January 18, 2018.  The project was determined to be categorically exempt (Class 1) from CEQA per Section 15301(c) because the project is a minor alteration to existing streets and similar facilities, which involves no expansion of use.

 

Adopting the Plans and Special Provisions and authorizing the Resource Management Agency (RMA) to advertise the Project, will allow the RMA to proceed with the construction phase of the Project and solicit construction bids.  RMA will return to the Board after opening bids and determining the lowest responsible bidder to award the Project.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Manager and the Auditor-Controller’s Office have reviewed and approved the Special Provisions as to form, insurance and indemnification provisions and fiscal terms, respectively.

 

FINANCING:

The construction phase of the Project will take three (3) months after the award of the Construction Contract.  The total estimated Project cost including design, environmental, and construction is $244,500.  The construction phase of the Project is fully funded and scheduled to begin in Fiscal Year 2020-21.  The construction phase of the Project has an estimated cost of $175,000, see Attachment B - Project Budget for further details on the Project budget.  The construction will be fully funded by the HSIP grant.  There are currently sufficient appropriations in the adopted FY 2020-21 Road Fund budget to complete the Project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This project is to construct rapid flashing beacons (RRFB’s) on Castroville Boulevard at the intersection with Elkhorn Road in Castroville, and on Rio Road at the intersection with Via Nona Marie in Carmel.  Each location will also include the improved curb ramps with detectable warning surface (raised truncated domes).  The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
