RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Auditor-Controller to amend the Fiscal Year 2020-21 Adopted Budget for the Monterey County Cannabis Program Budget Unit 001-1050-8533-CAO004, increasing appropriations and estimated revenue by $150,000 (4/5th vote required), funded by the augmentation of grant revenues from the Governor's Office of Business and Economic Development (GO-Biz); and
b. Provide direction to staff as appropriate

SUMMARY/DISCUSSION:
The Monterey County Cannabis Program was awarded a grant in the sum of $150,000 to conduct an Equity Assessment to inform the creation of a local equity program. The Program was informed of the award on April 15, 2020, and the grant agreement was executed on May 13, 2020. On July 7, 2020, the Board of Supervisors approved a modified standard agreement with University Corporation at Monterey Bay who will be conducting the Equity Assessment in partnership with Program staff. This is a request that the Board of Supervisors support increasing appropriations so that the grant award may be applied to costs of conducting the Equity Assessment. (Attachment A)

OTHER AGENCY INVOLVEMENT:

FINANCING:
Increasing appropriations funded by the $150,000 grant award will allow for the Equity Assessment to begin and has no impact on the General Fund.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The completion of the equity assessment will inform the process to create an equity component of the Cannabis Program and further expand and enhance our licensed Cannabis industry.
