RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Contracts/Purchasing Officer to sign an Agreement between the California Department of Corrections and Rehabilitation (CDCR) and the County of Monterey Probation Department allocating State funding totaling $933,450 for fiscal years 2020-21, 21-22 and 22-23, reimbursing the County for services to adult parolees participating in the Day Reporting Center (DRC) operated by GEO Reentry Services, LLC; and

SUMMARY:

The Probation Department is recommending approval of the Agreement with CDCR for participation of parolees in the services provided by the DRC for FY 20-21 through FY 22-23. The DRC provides access to rehabilitative services for adult offenders and parolees residing in Monterey County.

DISCUSSION:

Probation has been a partner with GEO Reentry Services, LLC since 2009 in the operation of the DRC, which provides treatment and supervision services for adult offenders in a one-stop setting.

The DRC was implemented in 2009, initially with federal stimulus funding from the U.S. Department of Justice - Office of Justice Programs under the Recovery Act Edward Byrne Memorial Competitive grant. Probation is currently utilizing funding from Public Safety Realignment Act funds to continue services to eligible adult offenders under its supervision.

The DRC offers an evidence-based model with a variety of programs, including counseling, treatment, life skill classes and employment services to eligible participants. The center is open seven days a week and has a capacity of up to 100 clients per day.

CDCR has been partnering with the County to provide these services to parolees who are residing in Monterey County after their State incarceration. These services fill a critical gap in the post-custody transition of adult offenders and provide needed rehabilitative services.

This collaboration will continue to optimize the DRC’s service capacity, and provide  rehabilitative services to resident parolees in Monterey County, who, with the implementation of Public Safety Realignment, now serve a sentence for technical violation in County Jail instead of State prison. The agreement allows for up to 30 parolees per day to be served at the DRC.

CDCR has requested an expedited execution of the contract by Monterey County in order for the document to be finalized as soon as possible.

OTHER AGENCY INVOLVEMENT:

The Agreement has been approved by County Counsel as to legal form and by the Auditor- Controller as to fiscal terms.

FINANCING:

The State will allocate a total of $933,450 in funding, and specifically: $273,000 for the remainder of FY 20-21, $329,700 for FY 21-22 and $330,750 for FY 22-23 as a reimbursement to Probation for services provided to parolees through a subcontract with GEO Reentry Services.

These amounts are calculated on the basis of 30 parolee clients, at a daily reimbursement of $35 per client, for an estimated 315 days per fiscal year; reimbursement is provided on actual attendance, not to exceed the contract allocated amount.

There is no anticipated increase in County General Fund Contribution with the current recommended action.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports the Board of Supervisor Strategic Initiatives of a) Economic Development by providing employment opportunities and helping to reduce poverty in the adult offender population; and b) Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
