Approve and authorize the Director of the Information Technology Department to execute Amendment No. 1 to the Agreement with L3Harris Technologies, Inc. for NGEN Path Diversity services at the La Mesa communications site, adding $1,466 for payment of taxes on taxable materials used, for an amended contract amount of $73,111 with no change to the term of the agreement.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

Approve and authorize the Director of the Information Technology Department to execute Amendment No. 1 to the Agreement with L3Harris Technologies, Inc. for NGEN Path Diversity services at the La Mesa communications site, adding $1,466.15 for payment of taxes on taxable materials used, for an amended contract amount of $73,110.85 with no change to the term of the agreement.

 

SUMMARY:

The County, acting through its Information Technology Department (ITD), currently is party to an Agreement with Harris Corporation to provide integration of a redundant fiber connection supporting peninsula first responder agencies.  ITD recommends adding additional funding to the Agreement in order to pay taxes on specified taxable products.

 

DISCUSSION:

The County has contracted with Harris Corporation to provide a digital public safety and local government voice and data radio networks systems, the NGEN System, as required by Federal Communications Commission mandate. In order to ensure maximum system availability for this critical public safety communications capability, the County, has contracted with Harris to integrate a redundant leased fiber connection between the La Mesa Navy Housing radio site and Emergency Communications 9-1-1 center. This integration task will ensure that peninsula first responder agencies will not lose connection to the NGEN system.

 

ITD recommends adding funding to the Agreement to pay taxes on taxable materials used, which was not accounted for in the cost of the original Agreement.  The proposed Amendment does not change the non-standard contract provisions already approved by the Board.

 

 The County’s NGEN system provides mission critical communications to law, fire, and ambulance personnel and to local government, state and federal mutual aid response. Approval of the proposed amendment ensures the continuity and availability of these important emergency communications.

 

OTHER AGENCY INVOLVEMENT:

County Counsel does not approve continuance of non-standard contract provisions. 

 

FINANCING:

The funds for payment of the costs of this Agreement have been included in the FY20-21 Adopted Budget for the Information Technology, ITD 1930, Budget Unit 8436, Appropriations Unit INF002.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The services provided pursuant to this agreement will enable ITD to provide peninsula first responder agencies redundant connectivity to the NGEN system.
