Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to Mental Health Services Agreement A-14354 with Edgewood Center for Children and Families for the provision of mental health and residential services, to increase the Fiscal Year (FY) 2020-21 rate and amount by $598, for a revised total Agreement amount of $1,910,490 for the same term July 1, 2019 through June 30, 2022.

SUMMARY/DISCUSSION:

Edgewood Center for Children and Families (“Edgewood”) has been providing services to Monterey County children and youth who require the highest level of care to prevent their placement into an inpatient hospital or out-of-state residential or juvenile justice facility.  Edgewood provides a Short-term Residential Therapeutic Program (STRTP) for children and youth with complex and severe needs, Hospitalization Diversion to assess and stabilize the child/youth to reduce risk of rehospitalization and be able to return to lower level of care or natural environment, and Partial Hospitalization Program which is a short-term full day program specialized in diagnostic assessment and psychotropic medication evaluation and management, allowing youth to receive acute care while residing in their homes or other community placement.  This Amendment No. 3 increases the FY 21 STRTP rate effective July 1, 2020.

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

FINANCING:

This Agreement is funded by Mental Health Federal Financial Participation (MH FFP) (25%), 2011 Realignment-Early Periodic Screening, Diagnosis, and Treatment (EPSDT) (40%), and Special Education Local Plan Area (SELPA) funding (35%). The funds for FY 2020-21 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Adopted Budget.
