RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Adopt Plans and Special Provisions for the Nacimiento Lake Drive Bridge, Project No. 2202; and

b.  Authorize the Resource Management Agency Director to advertise the “Notice to Bidders” in the Monterey County Weekly and El Sol De Salinas.

 

SUMMARY/DISCUSSION:

The Nacimiento Lake Drive Bridge Replacement Project (Project), County Bridge No. 449 will construct a new bridge on Nacimiento Lake Drive over the San Antonio River to replace the existing bridge.  The project is located southwest of the community of Bradley, in southern Monterey County.

 

The existing bridge has one (1) lane and was determined to be seismically deficient and is programmed to be replaced under the State Seismic Retrofit Program.  The new bridge will be a two (2) lane concrete box girder bridge located downstream and adjacent to the existing bridge.  The new bridge will also improve the alignment of the approach roadways.  The existing truss bridge will be removed after the new bridge has been constructed.

 

The project is located southwest of the community of Bradley, in southern Monterey County and is a major route to the recreational areas at San Antonio Lake and Nacimiento Lake.

 

In compliance with the California Environmental Quality Act (CEQA), the Monterey County Resource Management Agency (RMA) filed a Final Environmental Impact Report (EIR) on December 1, 2016.  Caltrans, as the designated lead for the National Environmental Policy Act (NEPA), determined that the Project is categorically excluded from having to prepare an Environmental Assessment (EA) or an Environmental Impact Statement (EIS).  Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination on May 30, 2016.

 

The bid opening is set for October 29, 2020 at 3:00 pm in the Board of Supervisors Chambers, Monterey County Administration Building, 168 West Alisal Street, 1st Floor, Salinas, California 93901.  Project construction is scheduled to begin in early 2021.

 

 

Adopting the Plans and Special Provisions and authorizing the RMA to advertise the Project, will allow the RMA to proceed with the construction phase of the Project and solicit construction bids.  RMA will return to the Board after opening bids and determining the lowest responsible bidder to award the Project.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Manager, and Auditor-Controller’s Office have reviewed and approved the Special Provisions as to form, insurance and indemnification provisions, and fiscal provisions.

 

FINANCING:

The total estimated project cost, including engineering design, environmental documentation and permitting, right-of-way, utility relocation, and construction is $10,860,353.  The project is largely funded by the Federal Highway Administration’s (FHWA) Highway Bridge Program (HBP) in the amount of $8,478,294.  The project is also funded by State Seismic Funds, Measure X, and the Road Fund.  There are sufficient appropriations adopted in the FY 2020-21 Road Fund 002, Appropriation Unit RMA 012 Budget to finance the construction phase of the project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project will replace the existing one (1) lane bridge on Nacimiento Lake Drive Bridge with a new two (2) lane bridge utilizing an improved alignment to provide a safer passage across the San Antonio River for motorists.  The recommended action supports the following Board of Supervisors’ Strategic Initiative:
