RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 2 to Standard Agreement with VNA Community Services, Inc., adding $252,792 for a revised amount not to exceed $1,008,192, for the revised full term of July 15, 2020 to December 31, 2020, for the purpose of administering and managing COVID-19 Pop-up Testing sites in under-served County areas.

SUMMARY/DISCUSSION:
The Monterey County Health Department is seeking approval and authorization for the Contracts/Purchasing Officer or Supervisor to execute Amendment No. 2 with VNA Community Services, Inc. to increase the number of COVID-19 Pop-up Testing sites to be made available to community members in under-served areas in the County.

Increasing availability and access to COVID-19 testing services is critical in the County's response to this pandemic. In reviewing, the case rates and testing rates, it is evident that there are community residents without immediate access to testing services, many of these residents located in rural areas or more urban areas with limited access to testing services. The deployment of Pop-up testing is an effective strategy in making services accessible to those residents without access to this vital service within close proximity.
