RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:

Approve the proposed amendments to the Department of Emergency Communications Conflict of Interest Code as the code reviewing body.

SUMMARY/DISCUSSION:
The Political Reform Act of 1974 (Government Code section 810000, et. seq.), requires state and local government agencies to adopt Conflict of Interest codes and to periodically review and make changes to their codes, as necessitated by changed circumstances. Amendments to local agency Conflict of Interest Code are authorized by section 87306 of the Government Code whenever changes are required by changed circumstances, by creation or deletion of designated positions, or by changes in the duty of such positions.

On November 10, 2014, the Monterey County Board of Supervisors, as the code reviewing body, last approved an amendment of the Department of Emergency Communications of Monterey County's Conflict of Interest Code. Since 2014, changes in designated positions and titles have occurred, thereby requiring an amendment of the Department's Conflict of Interest Code. The Department's amended Conflict of Interest Code is submitted to the Board of Supervisors for review and approval. A copy of the Department's amended Conflict of Interest Code is attached hereto as Attachment #1.

Pursuant to sections 82011 and 87303 of the Government Code, the Board of Supervisors is the code reviewing body. It may approve the Code as submitted; revise the proposed Code and approve as revised; or return the proposed Code to the agency for revision and resubmission. Staff recommends that the Board of Supervisors approve the proposed amended Conflict of Interest Code of the Monterey County Department of Emergency Communications.
