RECOMMENDATION:

It is recommended that the Board of Supervisors:

1)                     Adopt a resolution authorizing the County Administrative Officer to execute a Proposition 64 grant agreement with the Board of State and Community Corrections to receive grant funding in the amount of $996,545 to improve health outcomes through integrated county-wide initiatives utilizing three project purpose areas associated with the implementation of the Control, Regulate and Tax Adult Use of Marijuana Act: 1) youth development and prevention; 2) public health; and 3) public safety with an overarching goal to educate on the risks of cannabis consumption and illicit market products; and

2)                     Provide direction to staff as appropriate.

 

SUMMARY/DISCUSSION:

The Cannabis Program informed the Cannabis Standing Committee on April 1, 2020 of its intent to make an application to the Board of State and Community Corrections (BSCC) and the Proposition 64 Public Health & Safety Grant Executive Steering Committee for consideration of grant funds.  The purpose of the grant funds is to assist local governments with law enforcement, fire protection, or other local programming to address public health and safety associated with the implementation of the Control, Regulate and Tax Adult Use of Marijuana Act (AUMA).

 

Our grant application requested funding for three project purpose areas.  The collaborated strategies include surveillance, customer and retail education, and enforcement provided by a county wide partnership between the County Health Department (Public Health and Environmental Health Bureaus), Cannabis Compliance Inspection Program, District Attorney’s Office, and Sheriff’s Office.  Monterey County will leverage our existing collaboration with Sun Street Centers, a local non-profit, to provide “Road to Success,” a pre-diversion program, while working with Monterey County Office of Education.  Public Health staff will offer cannabis education and prevention to 1,500 eighth grade students utilizing the Cannabis Awareness & Prevention Toolkit (CAPT), a five-day curriculum that can be delivered on-line or in-person.

 

Below are key provisions of the grant agreement:

 

o                     Grant Term: Grant funds shall be expended between October 2020 through March 2024.

o                     Grant Scope/Description: The Grantee agrees to use the grant award in accordance with the submitted Budget.

o                     Grant Award Disbursement: The grant award will be issued in one disbursement upon execution of the agreement and presentation of a resolution passed by the governing body of the Grantee.

o                     Documentation and Reporting Requirements: The Grantee must be able to demonstrate to the satisfaction of the BSCC that the grant award was expended for eligible uses in accordance with the Budget.

 

OTHER AGENCY INVOLVEMENT:

The Health Department Public Health Bureau and the District Attorney’s Office assisted the Cannabis Program in preparation of this report.  The report and Grant Agreement have been reviewed by the Office of the County Counsel.

 

FINANCING:

Monterey County’s Cannabis Program is funded in County Administrative Office - Department 1050, Intergovernmental and Legislative Affairs Division - Unit 8533, Cannabis. Approval of this recommendation will not result in additional general fund contributions. A separate departmental budget modification request will be forwarded through the Budget Committee subsequent to adoption of this Resolution.

The Cannabis Business Permit and its internal processes enhance the ability of the Cannabis Program to meet the Board of Supervisors expectations, the Cannabis Program Strategic Plan and Goals, and supports our Cannabis industry in sustaining legal and responsible operators.
