RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Contracts/Purchasing Officer or his designee to sign a retroactive Agreement with American Medical Response to provide ambulance services to WeatherTech Raceway Laguna Seca from June 1, 2020 through June 30, 2021, for an amount not to exceed $500,000;

b. Approve the non-standard risk and liability provisions, as recommended by the Contracts/ Purchasing Officer; and

c. Approve and authorize the Contracts/Purchasing Officer or his designee to execute up to three (3) future amendments to this Agreement where the total amendments do not exceed 10% ($50,000) of the agreement amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This request supports the use of American Medical Response (AMR) for ambulance medical standby services during track rentals and events at WeatherTech Raceway Laguna Seca. AMR provides Advanced Life Support ambulances and crew. The AMR staff provide first aid, emergency care, and when necessary, medical transportation within the scope of their licensure.  AMR is the County ambulance service and they can provide the unique and comprehensive type of service required for racetrack rentals and events. 

 

The start date of the Agreement is retroactive to June 1, 2020, due to the length of time it took to negotiate with the vendor during the pandemic environment. The vendor has been providing services at WeatherTech Raceway Laguna Seca for many years and continues to provide services during the negotiations as track use would not be possible without appropriate medical response personnel and equipment.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the agreement as to form.  

 

FINANCING:

Cost of services provided by American Medical Response (AMR) is not to exceed $500,000 for the duration of the agreement. Cost of services provided by AMR for track rentals is passed on to each track renter using the services.
