RECOMMENDATION:
It is recommended that the Board of Supervisors:
Receive a presentation on the Behavioral Health Bureau's implementation of Mobile Response Team (MRT) services for children and youth.

SUMMARY/DISCUSSION:
The Monterey County Health Department, Behavioral Health Bureau has worked over the past five (5) years to determine an effective approach to providing community-based crisis intervention and stabilization services to all children and youth in Monterey County. In recent years, we received a California Health Facilities Financing Authorities (CHFFA) grant to assist with the initial start-up costs of such a program. Behavioral Health in partnership with our contracted services provider Seneca Family of Agencies (Seneca), has developed the Mobile Response Team (MRT) for Children and Youth. In addition to the initial CHFFA funds, we are utilizing Mental Health Services Act (MHSA) dollars to draw down Medi-Cal federal financial participation. The Monterey County MRT model has gained statewide attention as legislation (SB 80 and AB 79) is now requiring California Counties to develop such programs.

This new program provides crisis stabilization services to children or youth and their families/caregivers in any community-based setting to create the time sensitive critical access to mental health services. To meet the upcoming mandates of SB 80 and AB 79, coordination with the Department of Social Services, Child Welfare and Juvenile Probation is underway.

This work supports the Monterey County Health Department 2018-2022 strategic plan initiatives: 2) Enhance community health and safety by emphasizing prevention, and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.
