RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to Mental Health Services Agreement A-14199 with The Devereux Foundation, Inc. dba Devereux Florida  to add $619,929 of additional mental health and residential treatment services for a revised total Agreement amount of $1,655,732, and extend the term of the Agreement for one additional FY for a new term of December 1, 2018 through June 30, 2022.

 

SUMMARY/DISCUSSION:

Devereux Florida is a residential facility located in Orlando, Florida that offers a professional therapeutic environment for children and adolescents facing significant emotional, behavioral and intellectual/developmental challenges, and are experiencing significant difficulty functioning in their homes, communities and schools.  The facility provides 24-hour supervision and mental health treatment interventions including, but not limited to, behavioral interventions, Assessment, Individual Therapy, and Group Therapy.  This Amendment No. 3 increases the FY 2020-21 rates, adds units to FY 2020-21 for an additional youth placement, and extends the term of the Agreement to continue the provision of extensive psychiatric services and residential treatment that aligns with the anticipated level of care needed by the youth placed at this facility.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports the following ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Amendment No. 3 as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is 100% funded by Special Education Local Plan Area (SELPA) funds that pay for children who are placed through the IEP.  The funds for FY 2020-21 have been included in the Health Department Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2020-21 Adopted Budget.  The funds for this Agreement for FY 2021-22 will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2020-22 Requested Budget.
