RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Director of Health or the Assistant Director of Health to sign a Standard Agreement with Maxim Healthcare Services Holdings, Inc. DBA Maxim Healthcare Staffing Services, Inc., in an amount not to exceed $900,000 for the purpose of providing supplemental licensed healthcare staffing for COVID-19 case investigations/contact tracing, for the term effective October 27, 2020 through June 30, 2021; and

b.  Approve the non-standard risk and liability provisions, as recommended by the Director of Health; and

c.  Approve the Director of Health or the Assistant Director of Health to approve up to three (3) future Amendments that do not exceed ten percent (10%) ($90,000) of the original Agreement amount and does not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Health Department protects the health and safety of Monterey County residents by providing core public health services, providing credible information to enhance health decisions and partners with federal, state, and local organizations to promote good health.

 

On February 04, 2020, the United States declared a public health emergency related to COVID-19.  On March 19, 2020, the President of the United States, declared a national emergency related to the public health crisis with COVID-19.  California proclaimed an emergency on March 04, 2020 and Monterey County proclaimed an emergency on March 06, 2020.

 

Monterey County Public Health staff have been responding to reports of suspected cases of COVID-19 since mid-January 2020 and continue to educate the community on steps to take to contain and mitigate the virus.  The Health Department’s Public Health Bureau has been leading the contact tracing and case investigation efforts in an attempt to mitigate and reduce the transmission of COVID-19.  Due to the number of clients, the Health Department wishes to supplement its available medical personnel with additional licensed health care personnel, on a temporary basis, for the duration of the Proclamation of the Emergency pursuant to COVID-19.  Maxim Healthcare Staffing Services, Inc. operates a supplemental medical staffing agency and will employ licensed health care personnel to supplement the County Public Health contact tracing and case investigation staff as well as support other Public Health needs during this pandemic.  The County of Monterey Human Resources Department issued a notice to the Monterey Registered Nurses Association on September 18, 2020, regarding this Agreement as required by the Memorandum of Understanding (MOU) with the Association.

 

The Health Department recommends approval of this Agreement to ensure that licensed health care personnel are temporarily assigned to the County to assist in the Public Health response efforts.

 

This work supports the Monterey County Health Department 2018-2022 strategic plan initiatives: 3.  Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services and 4.  Engage the Monterey County Health Department (MCHD) workforce and improve operational functions to meet current and developing population health needs.  It also supports four of the ten essential public health services, specifically: 1.  Monitor health status to identify and solve community health problems; 2. Diagnose and investigate health problems and health hazards in the community; 3.  Inform, educate and empower people about health issues; and 7.  Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed and approved as to form and fiscal provisions, respectively.

 

FINANCING:

This contract is funded by CARES grant allocations previously approved by the Board of Supervisors for management of the COVID-19 pandemic.  There are sufficient appropriations included in the Health Department’s (HEA003-81124) Adopted Budget for Fiscal Year 2020-21 for this Agreement.
