RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to execute an agreement with Community Human Services for $100,000, effective November 1, 2020 through June 30, 2021, to implement and operate an emergency shelter for single women and families with children; and

b. Authorize the Director  of the Department of Social Services to sign up to (3) amendments to this Agreement where the total amendments do not exceed 10% ($10,000) of the original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The purpose of the agreement is to provide supplemental funding towards the implementation of an emergency shelter to be named Casa de Noche Buena and operated by Community Human Services (CHS), which will serve single women and families with children in Seaside and the Monterey Peninsula. Program participants will be allowed to stay in the shelter for up to 90 days with justified extensions up to six months total. CHS has received capital and operating funding from the Homeless Emergency Assistance Program (HEAP) but has outstanding need for operational support. The Board of Supervisors previously approved a request from CHS to utilize a county-owned facility to implement and administer this project located at 1292 Olympia Ave in Seaside, CA.

 

Casa de Noche Buena will provide shelter for up to 90 days for single women and families with children experiencing homelessness. In coordination with Gathering for Women (GFW), Casa de Noche Buena residents will receive wrap-around services such as, enrollment in coordinated assessment, assistance with mainstream program applications, meals, housing services assistance and comprehensive case-management for families provided by two full-time case managers. Gathering for Women, also a 501 c (3), will provide case management for the women shelter residents at their Day Center in Monterey. Transportation to and from the GFW site will be provided.

 

Community Human Services is a 501c (3) public nonprofit and Joint Powers Authority providing substance abuse and mental health counseling and recovery services to middle and low-income individuals and families in Monterey County, California. For over 25 years, CHS has administered the Safe Place program that has served Monterey County runaway and homeless youth ages 18 to 24 with shelter and support services.

 

The Department of Social Services has a separate Community Human Services Agreement for youth shelter services in the amount of $90,000. This Agreement of $100,000 brings the Department total up to $190,000 which is over the contract purchasing approval threshold and therefore the Department is seeking Board approval for this Agreement.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This agreement is funded with one-time funding from the State of California, Homeless and Housing Assistance Program (HHAP) grant funding.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by working towards the goals of the Lead Me Home/10 Year Plan, and the Whole Person Care program by providing services to individuals and families experiencing homelessness.
