RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Contracts Purchasing Officer or his designee to sign Amendment No. 1 with the International Motor Sports Association, LLC (IMSA) to change the date of the Hyundai Monterey Sports Car Championship at WeatherTech Raceway Laguna Seca from September 11-13, 2020 to October 30 - November 1, 2020, as mutually agreed upon by the parties, and approve a reduction of the sanctioning fee from $505,000 to $250,000.
SUMMARY/DISCUSSION:
Based on restrictions in place by the State of California and the County of Monterey due to COVID-19 and spectators not being allowed, the following revisions to the Agreement for the 2020 event were made and agreed to by International Motor Sports Association, LLC (IMSA):
The fee was re-negotiated and reduced from $505,000 to $250,000.
The original dates for the 2020 event were September 11-13. The revised dates for the 2020 event are October 30 - November 1. Confirmation of the date change was acknowledged in a letter dated September 29, 2020 from IMSA President, John Doonan, to John Narigi, agent for County of Monterey, and agreed to and signed by County of Monterey Representative, Lavonne Chin, on September 29, 2020.
The event will not allow spectators in conformance with the State of California restrictions for professional sports as well as follow state and county COVID-19 Protocols.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the amendment as to legal form.
FINANCING:
The Amendment will reduce the sanctioning fee charged to the County by $255,000 due to no spectators allowed impacting the ability for the event to earn spectator revenue during the event.
