b. Approve corrective language in Section 2.1 to more specifically enumerate membership terms.

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution to:

a.  Approve the Amendment to the Bylaws the Emergency Medical Services Committee (EMCC) to create an ex-officio position on the EMCC for the Director of the Monterey County Emergency Communications Department; and

b.  Approve corrective language in Section 2.1 to more specifically enumerate membership terms.

 

SUMMARY/DISCUSSION:

At the request of the EMCC, the Health Department seeks approval of an Amendment to the Bylaws of the Emergency Medical Services Committee (EMCC) to create an ex-officio position on the EMCC for the Monterey County Emergency Communications Department Director.  The Department is also requesting approval of minor clean-up language in Section 2.1.

 

The Emergency Medical Services (EMS) Agency is designated under California law by Monterey County as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout Monterey County.  Monterey County Ordinance No. 5138, amended Chapter 15.40 of the County Code, modified the structure and role of the Emergency Medical Services Agency and established the Emergency Medical Care Committee. 

 

The purpose of this Amendment to the Bylaws of the EMCC is to allow the Monterey County Emergency Communications Department, an EMS stakeholder organization, representation on the EMCC.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiatives 2. Enhance public health and safety through prevention and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs.  It also supports one of the ten essential public health services, specifically, 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and Risk Management has reviewed Amendment as to form and legality.  The EMCC unanimously endorsed this Amendment at its September 9, 2020 meeting and is also endorsed by the EMS Director.

There are no General Fund Impacts resulting from this Board action
