Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign an Agreement with Firato Service Company, Inc., for specialized custodial maintenance services to the Health Department’s Clinic Services Bureau for an initial term of January 1, 2021 to December 31, 2023, for an amount not to exceed $1,088,749 and the option to extend the Agreement for two (2) additional one (1) year periods as set forth in RFP#10742; and

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign up to three (3) future amendments to this Agreement where the amendments do not exceed 10% of the contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates ten community clinic sites designated as Federally Qualified Health Centers (FQHCs) which provide preventive, primary, and specialty medical care services.

 

On April 2, 2020, Clinic Services published RFP #10742 to solicit one or more new agreements for specialized custodial maintenance services from qualified contractors and Firato Service Company, Inc., was selected as the most qualified vendor based on the bid selection process. Service areas will include exam rooms, waiting areas, offices, common areas, halls, bathrooms, multi-purpose rooms and a playground, as set forth in the terms and conditions of RFP# 10742 as well as in the new Agreement. 

 

Approval of the recommended action will allow Firato to begin providing essential custodial services needed for patients and staff health and safety effective January 1, 2021.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiatives: 2. Enhance community health and safety through prevention. It also supports one of the ten essential public health services, specifically: 6. Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and County Auditor-Controller have approved this Agreement as to form. 

 

FINANCING:

Sufficient funds are available in the FY 2020-2021 Adopted Budget for Clinic Services Bureau, Health Department (4000-HEA007).  There is no financial impact to the General Fund resulting from approval of this Agreement.  Future services will be funded by direct revenues, such as payments from Medi-Cal and Medicare.
