RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Award a contract to VSS International, Inc., for County Project number 1166, the Elkhorn Road / Werner Road / Salinas Road Intersection Safety Improvement - Phase 1 project, in the total amount of $175,120;

b.                     Approve the Performance and Payment Bonds executed and provided by VSS International, Inc.;

c.                     Authorize a contingency, not to exceed ten percent (10%) of the contract amount or $17,512, to provide funding for approved contract change orders;

d.                     Authorize the Resource Management Agency Director or successor Department Head to execute the contract and, subject to the terms of the Public Contract Code, approve change orders to the contract that do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work; and

SUMMARY:

Approval of the recommended action will authorize the Resource Management Agency Director, Community Services Director after November 30, 2020, to award the Elkhorn Road / Werner Road / Salinas Road Intersection Safety Improvement - Phase 1 project construction contract to VSS International, Inc., as the lowest responsible, responsive bidder and proceed with construction. In general, the project consists of the application of a slurry seal that will generally extend the life of the existing pavement and the installation of the following countermeasures to improve the driving experience for motorists: 1) the installation of “KEEP CLEAR” pavement markings for the eastbound movement at the intersection of Fruitland Avenue and Salinas Road, 2) installation of Two Way Left Turn Lane pavement markings (TWLTL) on Salinas Road, and 3) installation of a westbound refuge/acceleration lane within the striped median at the intersection of Werner Road and Salinas Road.  This project was identified as a priority project in the Policies & Project Descriptions for the Transportation Safety & Investment Plan (Measure X).

 

DISCUSSION:

Measure X program/campaign indicated that certain projects would be completed should the measure pass.  This Project was identified as a priority and consists of the application of a slurry seal that will generally extend the life of the existing pavement and the installation of the following countermeasures to improve the driving experience for motorists: 1) the installation of “KEEP CLEAR” pavement markings for the eastbound movement at the intersection of Fruitland Avenue and Salinas Road, 2) installation of Two Way Left Turn Lane pavement markings (TWLTL) on Salinas Road, and 3) Installation of a westbound refuge/acceleration lane within the striped median at the intersection of Werner Road and Salinas Road.  The work will require traffic controls to be implemented during the construction activities.  Project limits are along Salinas Road approximately 0.25 miles West of Fruitland Avenue, and 0.50 miles east of Fruitland Avenue, totaling approximately 0.75 miles.

 

On September 29, 2020, the Board of Supervisors approved the Plans and Special Provisions for the Elkhorn Road / Werner Road / Salinas Road Intersection Safety Improvement - Phase 1, Project No. 1166.  The project was subsequently advertised, and bids were opened on October 21, 2020.  A total of four (4) bids were submitted for the project.  The lowest responsible, responsive bidder was VSS International Inc., with a bid of $175,120.  Having four (4) bids, indicates good competitive bids were submitted. 

 

Staff finds that the project qualifies as a Class 1 categorical exemption pursuant to California Code of Regulations (CCR) Section 15301 of the California Environmental Quality Act (CEQA) Guidelines because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use (See CCR § 15301 Existing Facilities).

 

Construction is anticipated to begin in December 2020 and is scheduled to take three (3) months, weather permitting.  Construction is projected to be completed in FY 2020-21.

 

 

 

 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Manager, and Contracts/Purchasing, attended the bid opening and reviewed the low bid for conformance with applicable regulations. The Office of the County Counsel-Risk Manager, and the Auditor-Controller’s Office have reviewed and approved the Contract and Bonds as to form, insurance/indemnification, and fiscal provisions, respectively.

 

FINANCING:

The total estimated project cost, including engineering, environmental, and construction is $243,577.  Estimated construction costs total $208,577, consisting of $175,120 for the bid, $17,512 for contingency, and $15,945 for construction management. 

 

RMA began the project in FY 2019-20, incurring a total of $35,000 in design and environmental clearance costs, which were funded with in Measure X funds.  These project costs were to prepare the engineering plans, specifications, quantity estimates, and required environmental documentation to clear the CEQA requirements.

 

Total estimated project costs of $243,577, less expenditures incurred to date of $35,000, leaves a remaining estimated project need of $208,577.  The recommended FY 2020-21 Road Fund 002, includes $288,225 in appropriations, funded with Measure X funds ($288,255) for this project, which is sufficient to cover the remaining costs.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Overall, this project improves the safety for all road users along this segment of Salinas Road by reducing conflict points for left turning movements through the installation of the counter measures listed above, and the addition of a Class II Bike lane along this stretch of road.  This project is part of the County’s continued actions of accomplishing Measure X projects in the Measure X program/campaign.  The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
