RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Amendment 1 (November 8, 2020 to November 7, 2021) to the Request for Proposals (RFP) #10614, Religious Services for the Monterey County Jail, with Prison Ministry of America, in the amount of $80,581 for a new not to exceed contract cost of $314,667 and new term November 8, 2017 to November 7, 2021; and

b.                     Authorize the Contracts/Purchasing Officer or Contracts Purchasing Supervisor to sign one (1) additional one (1) year amendment to the agreement where the amendment does not significantly change the scope of work, and where the amendment does not exceed $85,000, for a revised not to exceed maximum contract cost of $399,667.

 

 

SUMMARY/DISCUSSION:

The Monterey County Sheriff’s Office is recommending the approval of a multiyear   agreement with Prison Ministries of America to provide religious services for adult offenders under Monterey County Sheriff’s supervision.  Religious Services for the Monterey County Jail were solicited via a County Request for Proposal (RFP#10614) overseen by the Contracts/Purchasing Department. The contractor will provide a variety of religious services (multi-religious, multi-faith and non-denominational) for all male and female inmates at the Monterey County Jail. The contractor will ensure the religious services provided meet the needs of the diverse inmate population of the Jail, located at: Monterey County Jail, 1410 Natividad Road Salinas, CA 93906.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor/Controller have reviewed this document and approved as to legal and fiscal provisions, respectively.

 

FINANCING:

There will be no impact on the General Fund Contribution as a result of this recommendation.  The costs will be reimbursed by the Inmate Welfare Fund which is established per Penal Code 4025 (e).

This contract meets the Board’s strategic initiatives by providing the services to recognize and value the right of all inmates to engage in and express their religious beliefs.
