Authorize the Monterey County Sheriff or his designee to sign a Memorandum of Agreement (MOA), the Emergency Management Mutual Aid Plan/Post-Event Agreement, and all related documentation on behalf of the County with the Carmel Police Department.

RECOMMENDATION:
It is recommended that the Board of Supervisors:

Authorize the Monterey County Sheriff or his designee to sign a Memorandum of Agreement (MOA), the Emergency Management Mutual Aid Plan/Post-Event Agreement, and all related documentation on behalf of the County with the Carmel Police Department.

SUMMARY/DISCUSSION:
Due to the enormous fire(s) in the County of Monterey, the Monterey County Sheriff's Office is signing the MOA with Local Law Enforcement Agencies/Departments in an effort to keep the County of Monterey Safe. This MOA will allow other Law Enforcement Agencies/Departments to Officially assist the Monterey County Sheriff's Office and also, provide a mechanism for reimbursement if allowable.

FEMA deadline for submittal was October 31, 2020, however, they have been notified that we have to get board approval and that the next board meeting is November 17, 2020. This request is being submitted prior to the MOA being completed in order to save time. Local Law Enforcement Agencies/Departments have to provide some of the necessary information for the form and also get board approval to sign the MOA.

OTHER AGENCY INVOLVEMENT:
The County Administrative Office and County Counsel have reviewed.

FINANCING:
At this time there is no increase to the Fiscal Year 20-21 County General Fund.
