RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:
Receive and accept the “Monterey County Water Resources Agency Strategic Plan 2020-2025.”
SUMMARY/DISCUSSION:
Monterey County Water Resources Agency (Agency) staff worked with Management Partners, Inc. to develop a five-year strategic plan for the Agency.
A staff survey was conducted in October 2019, followed up with a staff only workshop in December 2019. At that workshop, staff reviewed the Agency’s mission, vision, values, and drafted goals and strategies for the plan. Homework out of the workshop was to compile a list of Agency programs and projects, tie them to the appropriate section of the Agency Act, and indicate funding availability.
A workbook was prepared using the December 2019 staff workshop's outcomes and the compiled programs and project lists. The workbook proposed changes to the Agency’s mission, identified a vision and values, and outlined strategies to be implemented over the next 5 years.
On August 28, 2020, the Board of Directors met remotely via Zoom to review the draft workbook and provide input and direction. Management Partners and Agency staff used the information gathered and drafted the “Monterey County Water Resources Agency Strategic Plan 2020-2025.”
On November 16, 2020, the Board of Directors accepted the plan and recommended that the Agency Board of Supervisors receive and accept the plan.

FINANCING:
Funding for developing the Plan is in the FY 20/21 Agency budget.
