RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve Amendment No. 8 to Professional Services Agreement No. A-12577 with the Wallace Group, Multiyear Agreement #3000*267, to extend the term expiration date by one (1) year through December 31, 2021, for a revised agreement term from January 25, 2012 to December 31, 2021, to allow for the provision of additional on-call engineering services needed to complete sanitation condition assessments and rate studies for Pajaro County Sanitation District, Boronda County Sanitation District, and County Service Area 75-Chualar; and

b.  Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 8 to Professional Services Agreement No. A-12577.

 

SUMMARY/DISCUSSION:

The Resource Management Agency (RMA) established several years ago, via Request for Qualifications (RFQ) #10249, On-call Professional Services Agreements (PSAs) for specialized services to assist County staff with matters requiring special expertise and for times when work volume exceeds staff’s capacity.  These on-call PSAs are utilized across the Resource Management Agency (RMA) and by other County Departments for specialized engineering expertise as needed for specific operations and capital projects.  Release of a new RFQ to procure professional services, including engineering services, is anticipated in January 2021.

 

The Wallace Group’s continued specialized services are needed to complete sanitation condition assessments and rate studies underway for Pajaro County Sanitation District (PCSD), Boronda County Sanitation District (BCSD), and County Service Area 75-Chualar (CSA-Chualar).  Proposed Amendment No. 8 to PSA No. A-12577 extends the PSA’s term only, by one (1) year through December 31, 2021, to allow for the completion of this essential work.  [This term exceeds the standard five (5) year PSA term allowed per Request for Qualifications (RFQ) #10249, and including the current term extension requested, will set the revised term from January 25, 2012 through December 31, 2021].  Completion of these sanitation condition assessments and rate studies is a critical initial phase component of the transfer of ownership of the sewer systems to California America Water (Cal-Am).  These assessments and studies must be completed to move forward with the pending transfer/sale of the systems. 

 

Attachment A provides a summary of the PSA and amendments to date.  Attachment B provides a summary of annual expenditures and current balance remaining for this PSA.

 

The Department of Public Works, Facilities & Parks requests the Board of Supervisors approve Amendment No. 8 to the PSA with Wallace Group and authorize Contracts/Purchasing to execute the amendment.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and the Auditor-Controller’s Office reviewed and approved Amendment No. 8 to the PSA as to form and fiscal provisions, respectively.

 

FINANCING:

Individual CSA and CSD budget appropriations finance on-call services required under this PSA.  The Fiscal Year (FY) 2020-21 Adopted Budget includes $1,079,384 and $1,301,478 for CSA and CSD Services & Supplies, respectively.  The individual budgets have sufficient funds to cover tasks provided by this PSA in FY 2020-21:  PCSD Fund 151, Appropriation Unit RMA040 (17,000); BCSD Fund 156, Appropriation Unit RMA045 ($28,000); and CSA 75-Chualar Fund 093, Appropriation Unit RMA088 ($17,000).

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

If approved, PSA Amendment No. 8 with the Wallace Group supports the Board of Supervisors Administration Strategic Initiative by ensuring continued specialized consultant services essential to the successful sale and transfer of the subject sanitation systems.
