RECOMMENDATION:

 

It is recommended the Board of Supervisors:

Authorize the Chief Executive Officer for Natividad Medical Center (NMC) or his designee to execute amendment No. 7 to the agreement (A-14052) with CenturyLink Communications LLC for Lumen Security Log Monitoring services, extending the agreement an additional three (3) year period (December 1, 2020 through November 30, 2023) for a revised full agreement term of July 21, 2015 through November 30, 2023, and adding $186,853 for a revised total agreement amount not to exceed $563,226.

SUMMARY/DISCUSSION:

 

On July 21, 2015, the Board of Supervisors approved a three-year Master Agreement with CenturyLink Communications (CenturyLink) to provide managed hosting and co-location and disaster recovery services, supporting the Enterprise Resource Planning (ERP) System for Monterey County and also for Natividad Medical Center systems. Thereafter, in May 2017, Cyxtera Technologies, Inc. (Cyxtera) acquired CenturyLink’s co-location and disaster recovery business while CenturyLink retained their hosting services.

 

Natividad has a growing need to implement around the clock advanced monitoring of anomalous events occurring on the hospital’s complex information system. The proposed service tracks incidents in real time, applies advanced analytics, categorizes them and sends them to the Lumen team of experts for review. Depending on the outcome of their analysis, their team will prioritize, notify and escalate incidents to the Natividad IT security group.


The Lumen Security Monitoring Service will amplify Natividad’s information security efforts and better prepare the hospital to identify, protect, detect and respond to unauthorized access, Ransomware, breaches and other malicious disruptions.

 

OTHER AGENCY INVOLVEMENT:

 

The Office of County Counsel has reviewed and approved these documents as to legal form, and the Auditor-Controller has reviewed and approved as to payment provisions. The documents have also been reviewed and approved by NMC’s Finance Committee and its Board of Trustees on November 13, 2020.

 

FINANCING:

 

The cost of this amendment No. 7 is $186,853, of which $36,333 has been included in the Fiscal Year 2020-21 Adopted Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

This initiative helps Natividad guard against unauthorized access to computer systems, assist with preventing or mitigating against privacy breaches and address the emergent threat of ransomware.
