RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Award a contract to Papich Construction Company, Inc., the lowest responsible bidder, for the Nacimiento Lake Drive Bridge Replacement, Project No. 2202, in the total amount of $5,630,000;

b.                     Approve the Performance and Payment Bonds executed and provided by Papich Construction Company, Inc.;

c.                     Authorize a contingency, not to exceed ten percent (10%) of the contract amount or $563,000, to provide funding for approved contract change orders;

d.                     Authorize the Director of Community Services Department or Successor to execute the contract and, subject to the terms of the Public Contract Code, approve change orders to the contract that do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work; and

e.                     Authorize the Director of Community Services Department or Successor to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the Director or Director’s designee determines that the contract is complete in all respects in accordance with Plans and Special Provisions for the construction of the Nacimiento Lake Drive Bridge Replacement, Project No. 2202.

 

 

SUMMARY:

Approval of the recommended action will authorize the Community Services Department or Successor to award the Nacimiento Lake Drive Bridge Replacement Project construction contract to Papich Construction Company, Inc., as the lowest responsible, responsive bidder and proceed with construction.  In general, the project consists of constructing a new bridge and removing the existing bridge southwest of the community of Bradley, in southern Monterey County.

 

DISCUSSION:

The Nacimiento Lake Drive Bridge Replacement Project (Project), County Bridge No. 449 will construct a new bridge on Nacimiento Lake Drive over the San Antonio River to replace the existing bridge.  The project is located southwest of the community of Bradley, in southern Monterey County.

 

The existing bridge has one (1) lane and was determined to be seismically deficient and is programmed to be replaced under the State Seismic Retrofit Program.  The new bridge will be a two (2) lane concrete box girder bridge located downstream and adjacent to the existing bridge.  The new bridge will also improve the alignment of the approach roadways.  The existing truss bridge will be removed after the new bridge has been constructed.

 

The project is located southwest of the community of Bradley, in southern Monterey County and is a major route to the recreational areas at San Antonio Lake and Nacimiento Lake.

 

On September 22, 2020, the Board of Supervisors approved the Plans and Special Provisions for the Nacimiento Lake Drive Bridge Replacement, Project No. 2202.  The project was subsequently advertised, and bids were opened on October 29, 2020.  A total of three (3) bids were submitted for the project.  The lowest responsible, responsive bidder was Papich Construction Company, Inc., with a bid of $5,630,000.  The second bidder was Souza Construction with a bid amount of $5,926,831.82.  The third bidder was MCM Construction, Inc., with a bid amount of $6,024,478.

 

In compliance with the California Environmental Quality Act (CEQA), the Monterey County Resource Management Agency (RMA) filed a Final Environmental Impact Report (EIR) on December 1, 2016.  Caltrans, as the designated lead for the National Environmental Policy Act (NEPA), determined that the Project is categorically excluded from having to prepare an Environmental Assessment (EA) or an Environmental Impact Statement (EIS).  Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination on May 30, 2016.  Approval of the plans and special provisions and authorization to advertise the “Notice to Bidders”  by the Board of Supervisors on September 22, 2020 allowed for advertisement for the construction contract and solicitation of bids for construction of the Nacimiento Lake Drive Bridge project.

 

Construction is anticipated to begin in March 2021 and is scheduled to take twenty-two (22) months, meaning the Project would be completed in FY 2021-22.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Manager, and Auditor-Controller’s Office have reviewed and approved the Special Provisions as to form, legality, insurance, indemnification provisions, and fiscal provisions.

 

FINANCING:

The total estimated project cost, including engineering design, environmental documentation and permitting, right-of-way, utility relocation, and construction is $10,907,376.  This project is listed in the FY 21 5-year Capital Improvement Plan, as well as the FY 21 Annual Work Program for Road Fund.  The Project is largely funded by the Federal Highway Administration’s (FHWA) Highway Bridge Program (HBP) in the amount of $8,519,600.  The project is also funded by State Seismic Funds, Measure X, and the Road Fund.  There are sufficient appropriations adopted in the FY 2020-21 Road Fund 002, Appropriation Unit RMA 012 budget to finance the construction phase of the Project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project will replace the existing one (1) lane bridge on Nacimiento Lake Drive Bridge with a new two (2) lane bridge utilizing an improved alignment to provide a safer passage across the San Antonio River for motorists.  The recommended action supports the following Board of Supervisors’ Strategic Initiative:
