RECOMMENDATION:

It is recommended that the Board of Supervisors:

SUMMARY:

The Road Repair and Accountability Act of 2017, Senate Bill 1 (SB1) funds pre-apprenticeship training services to prepare participants for careers in the building trades, generally, and the road repair-related crafts, specifically. On June 1, 2020, the California Workforce Development Board notified the MCWDB that its High Road Construction Careers SB1 program proposal was selected for funding in the amount of $576,125 to provide pre-apprenticeship training services for a total of 110 individuals over a two-year period. MCWDB’s SB1 program will serve the three-county region of Monterey, Santa Cruz, and San Benito counties for a term from December 1, 2020 through August 31, 2022.  It is anticipated that the term will be extended based on late receipt of the grant agreement from the CWDB.

 

The MCWDB will serve as the lead and fiscal agent for the Monterey Bay Collaborative’s SB1 program.  From 2014 through 2019, the Collaborative’s core partners had been funded to develop and provide a successful Proposition 39 Clean Energy pre-apprenticeship program, a project similar to the new SB1 program. The SB1 program focuses on four target populations: women, disaffected youth, racial and ethnic minorities, and formerly incarcerated individuals. It is anticipated that the program’s outcomes will include participants trained in basic construction skills and creation of structured pathways to apprenticeships in the building trades.

 

The strategic focus of the SB1 program is to provide maximum employment outcomes through mobility among multiple employers within the industry sector.  The overall goal of the SB1 program is to graduate participants who subsequently enter the road repair-related crafts and other skilled trades. This training and career pathway approach will lead participants through pre-apprenticeship training that creates a pipeline for job seekers to enter registered apprenticeships and journey-level employment, a pathway that offers a living wage career. 

 

The building trades-developed MC3 training offers industry-valued credentials upon successful completion of the course. Partner agencies will assist to provide program outreach, recruitment, orientations, testing, academic support, job readiness training, the training venue, and supportive services to ensure retention in the program.  The MCWDB and its Monterey Bay Collaborative partners will work with the building and construction trades to move the pre-apprentices into registered apprenticeships and employment in the trades.

 

DISCUSSION:

Beginning in January 2021, the MCWDB will provide pre-apprenticeship training and related services through an Agreement not to exceed $284,600 with the Monterey/Santa Cruz Building Trades Council Training and Education Fund (the Fund). The Fund provides Multi-Craft Core Curriculum (MC3) training and the training venue for the program. Participants are trained in universally applicable construction skills in preparation for apprenticeships in the field, thereby building the infrastructure workforce in the program’s three-county region.

 

The Santa Cruz and San Benito County WDBs will provide outreach, referrals and grant oversight services for an amount not to exceed $5,000 for each WDB over the two-year period. To ensure that SB1 pre-apprenticeship participants are prepared for apprenticeship program entrance tests, an agreement with a local consortium of adult schools (to be determined) in an amount not to exceed $20,000 will provide academic support services for participants over the two-year program.

 

The MCWDB will receive $175,375 for staff time, supportive services for participants, and administrative oversight.

As the lead for the Monterey Bay Collaborative and the fiscal agent for the SB1 program, the MCWDB is responsible to perform the following activities:

                     Convene project partners to confirm site locations, establish a timeline for Multi-Craft Core Curriculum (MC3) training to begin, and convene an advisory panel.

                     Convene at least one (1) Advisory Council meeting per training cohort for a minimum of six (6) meetings during the project.

                     In coordination with the training provider, develop outreach and recruitment materials for use in all three counties.

                     Appoint staff to administer the grant and retain up to $175,375 for staff time and administrative costs (includes 10% of the overall grant award).

                     Review all invoices and reports received from the training provider, verify compliance with the grant requirements and this Agreement, and forward all invoices for reimbursement to the Fiscal Division of the MCWDB for payment.

                     Reimburse contractors for expenditures associated with the SB1 program.

                     Track grant expenditures, prepare and submit reports to the State of California, and monitor SB1 grant activities to ensure compliance with the grant terms and conditions outlined in the grant application.

                     Lead the evaluation of the SB1 grant to include identifying lessons learned/best practices.

 

Agreements with the Santa Cruz and San Benito counties’ workforce development boards, which are partners and service providers in the SB1 program, as well as an agreement for Adult Education services will also be presented to the Board for approval. 

 

 

 

The Board is requested to authorize the MCWDB’s Executive Director to sign amendments to this Agreement of up to 10%, or $28,460. Amendments to re-allocate funds which exceed 10% will be separately brought to the Board of Supervisors, in its role as Chief Elected Official of the Monterey County local workforce area, for consideration.

 

OTHER AGENCY INVOLVEMENT:

Parties to the SB1 agreements were involved in their development. County Counsel has reviewed the proposed Agreement as to form.

 

FINANCING:

The Board’s approval of the proposed training provider Agreement will have no impact on the County General Fund. Funding for the implementation of Senate Bill 1, the Road Repair and Accountability Act of 2017, is budgeted in Fund 021, Appropriations Unit CAO036, Department 1050, Unit 8478.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of the Agreement with the Monterey/Santa Cruz Building Trades Council Training & Education Fund will create structured pathways for participants to obtain apprenticeships and will build the infrastructure workforce in the program’s three-county region.

 

                     Economic Development - Through collaboration, strengthen economic development to ensure a diversified and healthy economy.
