a. Approve and authorize the Director of the Department of Social Services to sign contract amendments with six agencies to add $294,000 of emergency CSBG funding from the Federal CARES Act (pursuant to the CARES Act, this funding may be used for services provided from July 1, 2020) and the planned 2021 CSBG Funding in the amount of $260,000, and extends the current 2020 calendar year contract period through December 31, 2021; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to each of these agreements where the total amendments do not exceed 10% of each contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign contract amendments with six agencies to add $294,000 of emergency CSBG funding from the Federal CARES Act (pursuant to the CARES Act, this funding may be used for services provided from July 1, 2020) and the planned 2021 CSBG Funding in the amount of $260,000, and extends the current 2020 calendar year contract period through December 31, 2021; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to each of these agreements where the total amendments do not exceed 10% of each contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Monterey County Community Action Partnership (MCCAP) within the Department of Social Services (DSS) administers federal community service block grant (CSBG) funds allocated to the county by the California State Department of Community Services and Development (CSD). MCCAP seeks approval to amend the agency contracts to distribute 2020-21 CARES Act and 2021 CSBG funds allocated to the County. The purpose of these amendments is to streamline overlapping CSBG contracts and meet the intent of the CARES Act CSBG funding, which is to facilitate urgent local responses to the effects COVID-19 on low income individuals and families.
MCCAP directs CSBG funds and leverages county resources to support nutrition, emergency shelters, youth and DV shelters, housing support, services for seniors, youth and family counseling, rental support, financial education, and youth employment services. In total, MCCAP currently oversees eleven 2020 contracts with agencies that provide critical services for very low-income residents throughout Monterey County. These agencies were identified and chosen for the 2020-2021 CSBG term via a competitive process to address local service needs resulting from the biennial Community Needs Assessment (CNA). Subcontractors are currently in the first year of an RFP approved two-year funding cycle. Additionally, MCCAP was awarded supplemental CSBG funds through the CARES Act, which can be utilized from July 1, 2020 through December 31, 2021. On August 25, 2020, MCDSS secured board approval for the local plan developed to secure and administer CSBG supplemental funding in the amount of $699,580. The approved plan involves distributing CSBG CARES Act funding to the eleven agencies that have 2020 MCCAP contracts with MCDSS for services provided to the county’s most vulnerable residents.
MCCAP seeks authorization to amend the six (6) 2020 contracts below to add CSBG CARES Act funding of $294,000, effectively July 1, 2020 through December 31, 2021, and adding the regular 2021 CSBG allocation of $260,000 for a term of January 1, 2021 through December 31, 2021. This extends the existing agreement term out an additional term. The Department is recommending the following contracts be amended:

OTHER AGENCY INVOLVEMENT:
CSBG funding requires intergovernmental coordination, including adherence to state and federal reporting requirements. Development and implementation of the CSBG local plan requires departmental coordination, both within DSS and across the county, and amongst the county’s network of service providers.
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
These amendments are funded with federal CSBG and CSBG CARES Act funds. There are sufficient appropriations and estimated revenues for SOC007 included in the FY 2020-21 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates with the Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to continue to receive State and federal funding to provide programs and services to the residents of the County.
